2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ESTABLISHING NEW
3 CLASSIFICATION SPECIFICATIONS, MODIFYING
4 CURRENT CLASSIFICATIONS, DELETING EXISTING
CLASSIFICATIONS AND AMENDING AFFECTED SALARY
5 SCHEDULES AND THE CONFLICT OF INTEREST CODE

WHEREAS, it is necessary to establish and revise certain classification
o
descriptions to appropriately describe the assigned responsibilities and legal
10 requirements; and,
11 WHEREAS, it is desirable to delete the obsolete classification specifications that
12 will no longer be necessary as part of the changes; and
13 WHEREAS, it is necessary to amend the Conflict of Interest Code and the
14 Carlsbad City Employees' Association salary schedule and the Carlsbad Municipal
Water District salary schedule to reflect these changes; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
17
Carlsbad, California, as follows:ir
, o 1. That the above recitations are true and correct.
20 2. That the City adopt the new and/or revised classifications of Junior
21 Engineer, Assistant Engineer, Associate Engineer, Engineer, Engineering Technician I,
22 Engineering Technician II, Traffic Systems Operations Specialist, Code Compliance
Specialist 1,11, Fire Captain, Fire Engineer, Paramedic/Firefighter, Communications
24 Operator 1,11, Recreation Supervisor, Water Systems Operator 1,11,111, Sanitation

Systems Operator 1,11,111, Senior Cross Connection Control Technician, Cross
26
Connection Control Technician, Meter Services Worker 1,11,111, Utility Worker 1,11,111,
Wastewater Utilities Worker 1,11,111, Water Conservation Specialist, Construction &2o

1 Maintenance Worker 1,11, Systems Operator 1,11, and related summary classification
2 descriptions (as outlined in Attachment A).
3. That the City amend the Carlsbad City Employees' Association Salary
4 schedule to include the placement of the Junior Engineer in salary grade 68, the Traffic
5
Systems Operations Specialist in salary grade 80, the Code Compliance Specialist I in
6
salary grade 43, the Code Compliance Specialist II in salary grade 55, the Meter
Service Worker I in salary grade 1, the Wastewater Utility Worker I in salary grade 24,

9 the Wastewater Utility Worker II in salary grade 40, the Wastewater Utility Worker III in
10 salary grade 50 in the revised General Employees' Salary Schedule and delete the
11 classifications of Code Compliance Officer I and Code Compliance Officer II as stated
12 in Attachment B and to delete the classifications of Associate Engineer, Engineering
Office Assistant II, Engineering Technician II, Engineering Technician III, Equipment
14 Operator, Facility Maintenance Leadworker, Senior Engineering Inspector, Storekeeper
15
from the Carlsbad Municipal Water District Salary Schedule as stated in Attachment C.

4. That the City adopt the management classification specifications of
18 Engineering Manager, Senior Engineer, Community/Communications Coordinator
19 Series (including Communications Coordinator, Community Arts Coordinator and
20 Community Volunteer Coordinator) and delete the classifications of Senior Civil
21 Engineer and Deputy City Engineer.
22 5. That the City Council authorize the movement of employees from the
23 deleted job classification titles to the newly approved job classification titles as outlined
24
above.

6. That Resolution No. 2010-273 adopted on December 14, 2010, which26
27 approved the "Local Conflict of Interest Code" is amended to add the classifications of
28
1 Code Compliance Specialist 1,11 filing in the disclosure categories 1,2,3, Engineering
2 Manager and Senior Engineer filing in the disclosure categories 1,2,3,4 and
Communications Coordinator, Community Arts Coordinator and Community Volunteer
4 Coordinator filing in the disclosure categories 2,3.

1 PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council
