2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING THE
DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL'S
MINOR DECOY/SHOULDER TAP GRANT PROGRAM AND
APPROPRIATING FUNDS TO CONDUCT MINOR DECOY
5 AND SHOULDER TAP OPERATIONS IN THE CITY OF
CARLSBAD.

WHEREAS, the Department of Alcoholic Beverage Control, funded by the

g California Office of Traffic Safety through the National Highway Traffic Safety
10 Administration, approved the City of Carisbad's application for their Minor
11 Decoy/Shoulder Tap Grant Program; and
12 WHEREAS, the goal of this competitive grant is to reduce underage drinking and
13 reduce youth access to alcoholic beverages through enforcement intervention; and
WHEREAS, it is the desire of Carisbad Police Department to participate in this
program to help reduce underage drinking; and
WHEREAS, all overtime costs related to the minor decoy and shoulder tap
operations are fully reimbursable through the Department of Alcoholic Beverage Control
Minor Decoy/Shoulder Tap Grant Program, funded by the California Office of Traffic
20 Safety through the National Highway Traffic Safety Administration.
21 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
22 Carlsbad, California, as follows:
23 1. That the above recitations are true and correct.
2. That the Police Chief is authorized to execute all appropriate agreements with
the Department of Alcoholic Beverage Control for receipt ofthe subject grant
funds, as well as any required reports and/or final statements.

1 3. That the Finance Director is authorized to appropriate $7,500 to the Police
2 Department for conducting minor decoy and shoulder tap operations.
