2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ESTABLISHING NEW MANAGEMENT
^ CLASSIFICATIONS, DELETING EXISTING CLASSIFICATIONS,
AMENDING THE MANAGEMENT SALARY SCHEDULE AND THE
CONFLICT OF INTEREST CODE

WHEREAS, as part of an organizational realignment designed to increase
efficiency while better serving the changing needs of the community, a number of
departments within the City of Carlsbad will be reorganized and personnel given new
^ responsibilities; and
WHEREAS, it is necessary to establish certain new classification descriptions to
11 appropriately describe the assigned responsibilities of this new organizational structure;
12 and
1^ WHEREAS, it is necessary to eliminate certain classifications that are no longer
required in the new organizational structure; and
WHEREAS, it is necessary to amend the Conflict of Interest Code and the
Management Salary Structure to reflect the above changes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
21 2. That the City adopt the new job classiflcations of Administrative Services
22 Director, Public Works Director and Assistant to the City Manager as described in
Attachment 1, attached hereto and made a part thereof.
3. That the City delete the classifications of Deputy City Manager and Utilities
Director.

1 4. That the City amend the Management Salary Schedule to include the
^ Administrative Services Director and the Public Works Director at salary grade 8 and
the Assistant to the City Manager at a salary grade 5 and exclude the classiflcations of
Deputy City Manager and Utilities Director.
5. That Resolution No. 2013-009, CMWD Resolufion No. 1276 and Community
Development Commission Resolufion No. 426 adopted January 8, 2013, which
approved the "Local Conflict of Interest Code" is amended to add the classiflcations of
9 Administrative Services Director, Public Works Director and Assistant to the City
10 Manager to the list of Designated Employees fliing in disclosure categories 1,2,3 and 4,
11 and to delete the former management classificafions of Deputy City Manager and
Utilities Director as described in Attachment 2, attached hereto and made a part thereof.

JOB TITLE: ADMINISTRATIVE SERVICES DIRECTOR
DEPARTMENT: CITY MANAGER
BASIC FUNCTION:
Under administrative direcfion ofthe City Manager, to plan, organize, direct and
coordinate the City's Administrative Services divisions which include but are not
limited to Finance, Human Resources, Informafion Systems, and Risk
Management; to perform highly responsible and complex professional
administrative work; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This is a single incumbent posifion serving as a member ofthe Leadership
Team. The Leadership Team is responsible for the development of City-wide
policies, goals, objecfives and priorifies.
KEY RESPONSIBILITIES:
Administer the City's fiscal, human resources, information systems, risk
management and other assigned administrative programs for the City.
Direct the implementafion of the City's financial policies and programs to ensure
effecfive implementation of the City Council's goals and objectives and to
maintain fiscal integrity.
Assist in the development of the City's overall goals, objectives, policies and
priorities.
Analyze data, make recommendations, prepare reports and make presentafions
on the formulafion of policy and procedure, and staffing and organizafional
requirements for assigned divisions.
Coordinate and provide responsible staff assistance to the City Manager, City
Council and other City boards and commissions as assigned.
Conduct difficult policy and fiscal-related analytical studies and reports involving
the evaluafion of departmental operafions and service programs.
Assist the City Manager in the preparation, coordinafion and analysis of annual
department budgets.
Attend and make presentafions at meetings ofthe City Council, and other City
boards and commissions.
Represent the City in the community and at professional meetings as required.
Coordinate activifies with other City departments and other public or private
agencies.

QUALIFICATIONS
Knowledge of:

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and educafion that could likely provide
the required knowledge and abilifies would be qualifying. A typical way to obtain
the knowledge and abilities would be:
Equivalent to a bachelor's degree and preferably a graduate degree from
an accredited college or university with major coursework in business
administrafion, public administrafion or closely related fleld, and ten years
of progressively responsible professional work experience in the fleld of
municipal government administrafion, or in a closely related fleld at an
administrative or management level.
ENVIRONMENTAL CONDITION AND PHYSICAL REQUIREMENTS
While performing the duties ofthis class, an employee is regularly required to sit;
talk or hear, in person and by telephone; use hands to finger, handle, feel or
operate standard office equipment; and reach with hands and arms. An
employee is frequently required to walk and stand. Specific vision abilities
required by this job include close vision and the ability to adjust focus to read and
operate office equipment as necessary during the course of the work
assignments.
While performing the duties, employees ofthis class are regularly required to
use written and oral communicafion skills; read and interpret financial and

Management divisions and programs; to perform highly responsible and complex
professional administrative work; and to perform related responsibilities as required.

Possession of a valid certificate of registration as a Civil Engineer issued by the State of
California Board of Registrafion for Civil and Professional Engineers.

JOB TITLE: ASSISTANT TO THE CITY MANAGER
DEPARTMENT: CITY MANAGER
BASIC FUNCTION:
To provide complex administrafive support to the City Manager and Assistant City
Manager by managing critical or sensitive projects and priorities established by the City
Council; to provide high level research, analysis and reports; to examine policy and
program issues and provide consultafion to staff; to work closely with City staff and
outside agencies on City and community projects and to administer program acfivities
as assigned.
KEY RESPONSIBILITIES
Provide highly responsible administrative staff assistance to the City Manager; conduct
a variety of complex studies on City-wide work methods, operafing policy and
procedures, programs, services, and other administrative issues; develop
recommendations on methods, procedures and improvement of services;
Develop and administer specific program activities; plan, organize and supervise
activifies; observe program operations, analyze findings and implications, establish and
implement program policies and procedures and prepare and present staff reports or
correspondence;
Serve as liaison with departments on administrative operations and special projects;
Participate in the preparafion of program or special project budgets; analyze and
prepare recommendafions on budget requests; monitor appropriate budget accounts;
Represent the City Manager at meetings; make presentations to explain program or
project status;
Coordinate assigned City activifies with staff, representafives, or other public or private
agencies, and members of the general public;
Negofiate contracts and solufions on a variety of administrafive, fiscal, and special

Review and/or proof City Council and other staff reports routed through the City

Assist and participate in the development and implementation of citywide goals,
objectives, policies and procedures.
Attend City Council and other public meetings to assist or represent the City Manager.
Review and evaluate work products, methods and procedures, and study departmental
organizafion.
Conduct comprehensive management analyses in a wide range of municipal policies,
procedures, budgetary and finance areas.
Prepare and present staff reports and other necessary correspondence.
Meet with members ofthe public including members ofthe business community and
citizen groups to explain City policies, procedures, goals and objectives.
Negofiate agreements and resolve difficult City administrafion related problems and

QUALIFICATIONS
Knowledge of:
Knowledge of modern and highly complex principles and practices of municipal
government administrafion, departments, organizafion and economic
development funcfions and services;
Principles of personnel administrafion, supervision and training;
Methods and techniques of public administrafion research, analysis and report
preparafion;
Principles and practices of municipal budget preparafion and administration; and
pertinent federal, state and local laws, codes and regulafions.
Abilitv to:
Ability to identify organizafional intergovernmental problems and advise the City

Exercise independent judgment in the performance of a variety of complex and
difficult administrative dufies with only occasional instruction or assistance;

responsible municipal government administrative experience including significant
administrafive and fiscal management responsibilities AND equivalent to a Bachelor's
degree from an accredited college or university with major course work in public or
business administration or a closely related fleld. A Master's degree in public
administrafion or related fleld is highly desirable.

When a design: t-d employee is also required to file a conflict of interest form under Article 2 (Gov't Code §87200, Form 700) of the Act, he or
she may expan i their statement to cover reportable interests in both jurisdictions or both positions and file copies ofthis expanded statement
with the City Clerk provided that each copy of such expanded statement filed in place of an original is signed and verified by the designated
employee as if n were an original.
The duties of each consultant will be separately evaluated to determine whether or not disclosure will be required, and the categories which will
apply. The evaluation of the consultant's duties will be conducted by the department head of the department which is responsible for the hiring
of the consultants. The disclosure requirement shall be included in the consultant's contract approved by the City Council, Housing and
Redevelopment Con-mission, City Manager or Executive Manager of the Carlsbad Municipal Water District.
