2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE POLICE CHIEF OR DESIGNEE TO
EXECUTE, IN THE NAME OF THE CITY OF CARLSBAD, THE
4 AGREEMENT FOR THE 2013 REGIONAL REALIGNMENT RESPONSE
(R3), TO ENHANCE PUBLIC SAFETY BY FOCUSING ON REALIGNED
5 OFFENDERS RELEASED IN SAN DIEGO COUNTY.

7 WHEREAS, the State of California enacted AB109 in October 2011, a corrections
8 realignment plan, which transfers the responsibility for low-level prison inmates from the state
^ corrections system, to county/local systems; and
WHEREAS, in November 2012, California voters approved Proposition 30 which created

a constitutional amendment to provide ongoing funding to the counties for Realignment; and

WHEREAS, as a result of this legislation, the San Diego County Sheriffs Department
14 received $1,000,000 from the State of California Board of State and Community Corrections to
15 enforce AB109, and is authorized to execute expenditure contracts to reimburse participating

cities; and
WHEREAS, the Regional Realignment Response (R3) agreement has been drafted
between county law enforcement agencies, with a primary goal to enhance public safety by
developing and implementing a targeted, proactive, intelligence-based approach to counteract
21 the risks associated with realigned offender released into San Diego County; and
22 WHEREAS, the City of Carlsbad Police Department will be one of the participating
23
agencies in the R3 agreement.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

California, as follows that:

27 1. The above recitations are true and correct.

2. The R3 agreement will reimburse participating cities for overtime associated with
the program. The agreement is cost neutral to the city.
3. That the Chief of Police, or designee, is authorized to execute any and all
documentation associated with Regional Realignment Response (R3) Agreement,
which is designed to counteract the risks associated with realigned offender
released into San Diego County.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 14th day of Januarv 2014, by the following vote to wit:
