DEPARTMENT PERSONNEL TQ ATTEND CRUDE BY RAIL
4 EMERGENCY RESPONSE TRAINING IN PUEBLO, CO ON NOVEMBER
11-13, 2015

WHEREAS, City Council Policy Number 2 governs requests for out of state travel by
employees when such travel benefits the City of Carlsbad; and
WHEREAS, six personnel from the ranks of Division Chief to Engineer seek authorization
to attend Crude by Rail Emergency Response Training. This three-day program is designed to
11 provide first responders with the basic knowledge, skills, and abilities to respond to incidents
12 involving crude oil by rail. The program will cover the history of crude oil, the chemical and
physical properties ofthe different crude oil's transported, basic site and damage assessment,
and tank car design and construction.
WHEREAS, the City Council agrees that it is in the public's best interest to authorize out
jy of state travel for fire department personnel to attend Crude by Rail Emergency Response
18 Training on November 11-13, 2015, in Pueblo, CO; and
WHEREAS, the cost to attend the conference, including training, travel and lodging, is

approximately $16,400.00, and will be paid for by the Security and Emergency Response

Training Center (SERTC), who will then be reimbursed through FEMA. The fiscal impact to the
22
22 city will be the cost to backfill for those personnel attending, which is approximately
24 $10,300.00;
25 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows that:

1. The above recitations are true and correct.

2. In accordance with City policy, out of state travel is hereby authorized for six fire
department personnel from the ranks of Division Chief to Engineer to attend Crude
by Rail Emergency Response Training on November 11-13, 2015, in Pueblo, CQ.
3. The approximate cost ofthe training and travel is $16,400.00 and will be paid for
by the Security and Emergency Response Training Center (SERTC), who will then be
reimbursed through FEMA. The fiscal impact to the city will be the cost to backfill
for those personnel attending, which is approximately $10,300.00.
