RESOLUTION NO. 2016-029
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING AND APPROPRIATING $81,856 IN STATE
HOMELAND SECURITY GRANT PROGRAM FUNDS TO THE FIRE AND
POLICE DEPARTMENTS FOR EQUIPMENT PURCHASES

WHEREAS, Carlsbad Fire and Police Departments have been allocated funds through the
Fiscal Year 2015 State Homeland Security Grant Program to build capabilities at the state and
local levels and to implement the goals and objectives included in state homeland security
strategies which include strengthening communications capabilities and enhancing planning and
community preparedness; and
WHEREAS, the County of San Diego locally administers federal grant funds associated with
the State Homeland Security Grant Program; and
WHEREAS, the County's Unified Disaster Council, of which the City of Carlsbad is a
member, is the governing body that determines the local grant fund distribution formula, which
is based on the population in each jurisdiction; and
WHEREAS, the proposed federal grant funds allocated to the City of Carlsbad are $81,856;
and
WHEREAS, the Carlsbad Fire and Police Departments propose to use the funds to
purchase self-contained breathing apparatus, chemical biological filters, communication
headsets, speaker microphones and sand-less sandbag barriers.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the purchases specified are authorized in compliance with the grant.
3. That the Interim City Manager of the City of Carlsbad or her designee is hereby
authorized to accept said award, and execute any required reports and/or final
statements.
4. That the Administrative Services Director is authorized to appropriate $81,856 for
Fiscal Year 2015 State Homeland Security Grant Program purchases to the Public
Safety Grant Special Revenue Fund.

City of Carlsbad on the 9th day of February 2016, by the following vote to wit:
