RESOLUTION NO. 2017-012
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA,ACCEPTING BIDS AND AWARDING A CONTRACT TO
SOUTHWEST PIPELINE & TRENCHLESS CORP.FOR THE PIPELINE CURED-
IN-PLACE PIPE REHABILITATION PHASE I,PROJECT NO. 5503-11.
WHEREAS,the City Council of Carlsbad, California has determined it necessary, desirable, and
in the public interest to install the Pipeline Cured -In-Place Pipe (CIPP)Rehabilitation Phase I,Project
No. 5503-11; and
WHEREAS, on Oct. 4, 2016 through the adoption of Resolution No. 2016-205, the City Council
approved plans and specifications, and authorized the City Clerk to advertise to receive bids for the
Pipeline CIPP Rehabilitation Phase I,Project No. 5503-11; and
WHEREAS,three sealed bids were received on Nov.15,2016,by the City of Carlsbad for the
construction of this project; and
WHEREAS,bid documents specified the low bidder would be determined on the basis of
Schedule A and B only and the Schedule C was an additive alternative bid item; and
WHEREAS,the lowest responsive and responsible bid for Schedule A and B was submitted by
Southwest Pipeline & Trenchless Corp. in the amount of $304,110; and
WHEREAS, Southwest Pipeline & Trenchless Corp. provided a bid of $88,150 for Schedule C,the
alternative additive bid item; and
WHEREAS,staff recommends the contract amount to include the low bid of Schedules A and B
along with the alternative additive bid of schedule C for a total of $392,260; and
WHEREAS,funds have been appropriated from the Sewer Replacement Fund and are sufficient
for the completion of this project; and
WHEREAS,The project is exempt from the California Environmental Quality Act (CEQA)per
State CEQA Guidelines Section 15302(c)—Concerning replacement or reconstruction of existing

facilities involving negligible or no expansion of capacity.A Notice of Exemption was filed in the Office
of the San Diego County Clerk on Sept.1,2015.
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Carlsbad, California,as
follows:
1.That the above recitations are true and correct.
2.That the bid in the amount of $304,110 along with the additive alternative bid of $88,150
for a total bid of $392,260 submitted by Southwest Pipeline & Trenchless Corp., for the installation of
the Pipeline CIPP Rehabilitation Phase I,Project No.5503-11,is accepted and the Mayor is hereby
authorized to execute a contract with Southwest Pipeline & Trenchless Corp. for amount of $392,260.
3.The City Manager is hereby authorized to approve construction change orders up to
$39,226.
4.That the award of this contract is contingent upon the bidder submitting the lowest
responsible bid,executing the required contract and submitting the required bonds and insurance
policies,as described in the contract, within 20 days of adoption of this Resolution.The City Manager
may grant reasonable extensions of time.
PASSED,APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 24th day of January, 2017, by the following vote, to wit:
AYES:M. Hall,K.Blackburn, M. Schumacher,C.Schumacher, M. Packard.
