A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING OUT-OF-STATE TRAVEL FOR FOUR FIRE
DEPARTMENT PERSONNEL TO ATTEND THE gTH ANNUAL HAZARD ZONE
MANAGEMENT CONFERENCE IN PHOENIX, AZ ON JUNE 8-9, 2017.

WHEREAS, City Council Policy No. 2 governs requests for out-of-state travel by employees when
such travel benefits the City of Carlsbad; and
WHEREAS, the City Council agrees that it is in the public's best interest to authorize out-of-state
travel four Fire Department personnel from the ranks of Battalion Chief and Captain to attend the 8th
Annual Hazard Zone Management Conference in Phoenix, AZ on June 8-9, 2017; and
WHEREAS, this two-day conference is designed to provide All-Hazard Incident Management
instructors with updates on risk management, fire ground accountability, decision making, and tactical
operations. This information will then be brought back and shared with the rest of the organization;
and
WHEREAS, the approximate cost of this conference, including travel and registration, is $3,300,
which will be split between the Fire Department's budget and funds the Fire Department has earned
through the California Fire Fighter Joint Apprenticeship Committee (CAUAC). There are sufficient funds
in the Fire Department's Cai-JAC account to cover the cost. Cai-JAC seeks to improve the quality of
education and training within the fire service and set a professional standard for firefighters through
the State of California; and
WHEREAS, funding to support apprenticeship related and supplemental instruction (RSI) has
been appropriated in California's annual budget act for nearly thirty {30} years. Funding comes from
Proposition 98 and the Education Code sections 8152 and 79149.3 which require these funds to be
used exclusively for the purpose of partially offsetting the cost of providing RSI to registered
apprentices; and
WHEREAS, apprenticeship program sponsors, such as Cai-:JAC that wish to use RSI funds, must
be approved by the California Department of Labor, Division of Apprenticeship Standards (DAS) and
must be affiliated with a local public education agency. The Cai-JAC is a partnership between state
government, education, and management and labor in the fire service; and
WHEREAS, sufficient funds are available in the Fiscal Year 16-17 fire department budget to fund
the requested travel.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as
follows:
1. That the above recitations are true and correct.
2. In accordance with city policy, out-of-state travel is hereby authorized for four Fire
Department personnel to attend the gth Annual Hazard Zone Management Conference in
Phoenix, AZ on June 8-9, 2017.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 23rd day of May, 2017, by the following vote, to wit:
AYES: M. Hall, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard.
NOES: None.
ABSENT: None.
