A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING NEW JOB CLASSIFICATIONS, REVISING
CURRENT JOB CLASSIFICATIONS, AND AMENDING THE CARLSBAD CITY
EMPLOYEES' ASSOCIATION SALARY SCHEDULE AND THE
MANAGEMENT SALARY SCHEDULE
WHEREAS, the City Council of the City of Carlsbad, California has determined the need to
adopt or revise job classifications as necessary.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That Attachment A, which includes the new job classifications of Parks
Superintendent, Records Technician, Senior Deputy City Clerk, Systems
Administrator, Senior Systems Administrator, and Zoning Enforcement Officer and
the revised job classifications of the Code Enforcement Job Family, the Electrician
Job Family, and GIS Manager, attached hereto is hereby adopted.
3. That Attachment B, the Carlsbad City Employees' Association Salary Schedule,
attached hereto is amended to include the positions of Records Technician, Senior
Deputy City Clerk, Systems Administrator, Senior Systems Administrator, and
Zoning Enforcement Officer.
4. That Attachment C, the Management Salary Schedule, attached hereto is
amended to include the job classification of Parks Superintendent at salary range
5 and to move GIS Manager to salary range 6.

Under general supervision perform field investigation and office work to enforce and ensure
compliance of occupancy, sign, vehicle abatement, building and housing codes and/or quality
standards and other municipal codes and ordinances.
DISTINGUISHING CHARACTERISTICS:
Code Enforcement Officer I is the entry level class of the Code Enforcement series. Positions
at this level typically have limited experience and perform the more routine activities and are
generally in training. An incumbent's work is reviewed in progress and/or upon completion for
accuracy and completeness.
Code Enforcement Officer II is the journey level in the series. This class is assigned the full
range of code enforcement and other neighborhood services related duties. Incumbents work
independently, scheduling their own work within required time frames to meet objectives, under
general supervision. Problems are resolved in keeping with codes and city policies; assistance
or direction from supervision may be requested when sensitive issues are involved. The Code
Enforcement Officer II assists in the training of lower-level officers and assists with higher level
problem-solving issues and/or situations.
Senior Code Enforcement Officer is assigned to complex and/or sensitive cases that require
advanced knowledge and interpretation of regulations and other related code enforcement
matters. May be requested to propose and write code enforcement ordinances and policies and
to assist in updating the division on regional or state changes to building, housing, and related
code matters. This position will lead team responses to code enforcement violations and/or other
related issues. This position participates as a senior team member within the Housing and
Neighborhood Services Division, and will serve in a staff supervisory role and/or as a training
officer for new officers.
KEY RESPONSIBILITIES:
Assist with planning efforts to develop programs to generate citizen involvement in property
maintenance and neighborhood imp'rovement efforts within identified neighborhoods.
Facilitate neighborhood and community-based problem solving. Provide information and assist
with education opportunities to neighborhood organizations to assist with neighbor-to-neighbor
problem solving.
Make policy recommendations on needed changes to city policies and/or codes to improve
neighborhood-oriented service delivery and/or problem-solving.

Perform office and field investigative work in the enforcement of city codes, ordinances, and
abatement regulations. Conduct housing quality standards compliance review and document
violations and/or corrections required to ensure continued participation in city programs as
appropriate and necessary.
Address and resolve complaints regarding enforcement and compliance of city codes,
ordinances, and abatement regulations. Take appropriate action for disposition of complaints and
clarify applicable ordinances; resolves disputes or refers matters to other departments and/or
agencies as applicable.
Provide information to property owners, tenants, and the general public through individual contact
in the field, over the counter, and by telephone.
Prepare and maintain inspection files, records, and logs.
Write letters and prepare notices of violation regarding matters being investigated.
Coordinate actions with other departments in the enforcement of code violations when necessary.
Testify when necessary in hearings and court proceedings, and follow-up to ensure compliance.
Organize work based on policy and functional direction.
Plan work schedule to provide regular and periodic on-site inspections of properties under
construction and upon knowledge or complaint of zoning violations.
Senior Code Enforcement Officer (in addition to the above duties):
Make policy recommendations on needed changes to city policies and/or codes or ordinances
to improve neighborhood-oriented service delivery and/or other problem solving;
Prepare written ordinances, policies and regulations and present to City Council for review
and approval;
Confers with legal counsel in enforcement and interpretation of municipal code regulations;
refer violations to counsel for legal action upon authority; serve as plaintiff in code violation
cases.
Attend Planning Commission, City Council or other meetings of land use agencies or
enforcement activities as appropriate or needed to address code violation cases and/or code
amendments.

• Mediate and problem solve complex and very sensitive issues, including occupancy and
operational conditions, and determine best means to resolve and/or advance conflicts.
• Write ordinances, reports and other related educational materials to address various
municipal code violations.
• Supervise and train subordinate code enforcement officers in the proper methods of code
enforcement and city policies related to municipal code compliance.
EXPERIENCE AND EDUCATION:
Any combination of training, education, and experience which demonstrates an ability to perform
the duties of the position. A typical qualifying background for each level may combine training,
education and experience which demonstrates the ability to perform the duties independently
within a reasonable period. These examples are listed below:
Code Enforcement Officer I:
Work experience involving public contact, enforcement of established standards or
requirements.
Supplemental specialized training in code enforcement case reporting, or inspection is
desirable.
Code Enforcement Officer II (in addition to the level I):
Two or more years of increasingly responsible experience performing code enforcement,
extensive public contact involving enforcement of established standards or requirements
and/or related work.
Senior Code Enforcement Officer (in addition to 1/11):
Specialized code enforcement training, college courses in criminal justice or a related field of
study and a minimum of five years of code enforcement experience, and preferably a
bachelor's degree in a closely related field.
SPECIAL REQUIREMENTS:
Code Enforcement Officer I:
Possession of or ability to obtain a Class C California Driver's License. Ability to work after
hours and weekends if needed. Must complete PC832 training within six months in the
position, if not possessed at time of hire.
Code Enforcement Officer II:
Possession of a Class C California Driver's License. Ability to work after hours and weekends,
if needed. Must possess PC 832 certificate, and have prior experience with issuing citations
in a field enforcement environment. Must complete PC832 training within six months in the
position, if not possessed at time of hire.

Under general supervision of the City Clerk Services Manager, perform a variety of
responsible administrative and technical duties in support of the City Clerk's Office; to
assist in the day-to-day functions of the department; and to perform other related work.
DISTINGUISHING CHARACTERISTICS:
Deputy City Clerk {entry level). An employee in this role is expected to perform the full
range of duties assigned in support of the City Clerk's Office; assist in the preparation,
custody, preservation, and distribution of official city documents and records; prepare
agenda and supporting material for City Council meetings; attend and take minutes at
public meetings in the absence or at the direction of the City Clerk Services Manager;
respond to public and staff inquiries regarding public records, policies, and procedures;
and assist the City Clerk Services Manager in the election process; perform related
duties as required. To be eligible to advance to Senior Deputy City Clerk, must have two
years of experience in the role of Deputy City Clerk and be in possession of Certified
Municipal Clerk designation.
Senior Deputy City Clerk (specialized). An employee in this role is expected to
perform a variety of specialized, technical and administrative duties in support of the
City Clerk's Office with minimal supervision; to assist the City Clerk Services Manager in
the day-to-day functions and management of the department; and to perform other
related work. This is the advanced and specialized level within the Deputy City Clerk
series. Employees in this class are distinguished from the Deputy City Clerk by the
performance of the full range of duties including technical and functional guidance of
assigned staff and are generally assigned more complex and difficult work projects.
Employees at this level receive only occasional instruction or assistance as new or
unusual situations arise, and are fully aware of the operating procedures and policies of
the work unit. Distinctions of the Senior Deputy City Clerk role include: supervising,
training, and checking the work of others; and independent decision making based on
established procedures and policies with advanced knowledge about the field and the
department.

These are representative duties and the emphasis on certain duties will vary depending
on the job assignment.
Type, edit, and proofread a variety of letters, reports, forms, notices, and other
correspondence for grammatical and procedural accuracy.
Answer inquiries requiring an understanding of the application of policies, rules
and regulations.
Provide back-up support and oversight of the front desk and reception area of the
City Clerk's office, as needed.
Shall act as Notary Public.
Attend meetings of the City Council and other public meetings as directed, such
as Carlsbad Municipal Water District, Community Development Commission, and
Public Financing Authority meetings; provide an accurate transcript of the
proceedings in accordance with established policies and procedures; provide
verbatim transcripts of portions of the proceedings when required; record actions
taken, prepare actions and minutes of meeting proceedings and prepare official
minutes; compose and/or edit and process administrative and technical
documents such as resolutions and ordinances approved at City Council
meetings; review for accuracy and completeness; obtain necessary signatures;
and respond to public/staff inquiries concerning those meetings.
Assist the City Clerk Services Manager in the administration of city elections as
directed, which may include pre-election support and functions including ordering
candidate forms and materials, assembling packets and instructions to
candidates, and verifying residency and candidate requirements. Provide
information to candidates and the public on election and candidacy requirements
and procedures.
Assist in planning and conducting municipal elections and other legal
requirements of the department; process Charter amendments; assist with
Political Reform Act Filings (e.g. statements of economic interests, campaign
statements). Ensure that disclosure requirements are met under the Political
Reform Act and Conflict of Interest Code. Respond to inquiries by filers;
reviewing forms for completeness when filed; and process necessary
amendments/corrections with filers.

Any combination equivalent to experience and education that could likely provide the
required knowledge, skills, and abilities is qualifying. A typical way to obtain the
required knowledge, skills, and abilities is:
Deputy City Clerk
Equivalent to completion of the twelfth grade or GED preferably supplemented by
courses or training in areas related to the functions of the department such as
specialized business courses, computer software for word processing,
spreadsheet or database management, and customer service; and
Five (5) years progressively responsible clerical or secretarial functions, including
administrative and technical duties related to the work of a City Clerk's Office.
Specific experience working in a City Clerk's Office environment is highly
desirable.
Must pursue Certified Municipal Clerk Designation within first three years of
position. Must be a Notary Public.
Senior Deputy City Clerk
All of the above and:
Two years of supervisory experience. Two years of experience in role equivalent
to Deputy City Clerk. Must be a Notary Public and currently possess Certified
Municipal Clerk designation.

While performing the duties of this class, an employee is regularly required to sit; talk or

GEOGRAPHIC INFORMATION SYSTEMS MANAGER
INFORMATION TECHNOLOGY
Under general direction, perform highly responsible administrative and technical work in the
development, activities, and operations of the enterprise Geographic Information System (GIS)
including city-wide planning, strategy, and budgeting. Provide GIS services for all City
departments in order to achieve the strategic business objectives of the City of Carlsbad.
Assume day-to-day management responsibility for Geographic Information System (GIS)
services including participating in the work, supervising, assigning, and reviewing staff
responsible for providing various GIS services. Ensure work quality and adherence to
established policies and procedures and perform related responsibilities as required.
DISTINGUISHING CHARACTERISTICS:
This position manages the activities of the GIS division, including overseeing personnel, the
processing and delivery of product and service requests, data creation, database management
activities, and specialized GIS application programming. The technical maintenance aspects of
the computer systems, network and database are coordinated through the Information Systems
Department. This role designs architecture and informs the network team of needed servers and
equipment.
KEY RESPONSIBILITIES:
Plan, organize, and direct the implementation of the city's enterprise GIS services; develop
goals and objectives.
Identify opportunities and provide direction for GIS to deliver innovative services to staff and to
the public.
Establish priorities and budget for the program; determine resource availability for program
activities; supervise various aspects of GIS including database design and creation, geo-
processing and modeling activities, and product and service delivery.
Recommend and implement policies, procedures, and standards relating to enterprise
Geographic Information Systems and technology activities.
Supervise the design, development, installation and maintenance of enterprise GIS to meet the
needs of user departments; determine information requirements, and further define the nature of
projects.
Assign work to subordinate personnel, providing instructions and answering questions;
coordinate the scheduling and completion of work by determining operational priorities and
resolving work load problems; review work for accuracy and completeness; evaluate work

enforcement matters. May be requested to write: zoning research reports and memorandums

EXPERIENCE AND EDUCATION:
A combination of training, education, and experience which demonstrates an ability to perform
the duties of the position. A typical qualifying background may combine training, education and
experience which demonstrates the ability to perform the duties independently within a
reasonable period.
The equivalent of a Bachelor's degree from an accredited college or university with major work
in planning, land use, public administration or a related field, plus a minimum of five years of
related work experience including field inspection work and regulation review and interpretation.
Masters' degree in planning, public administration or a related field is desirable.
