A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, AUTHORIZING THE CONTINUATION OF THE NORTH BEACH
LIFEGUARD PROGRAM BY THE FIRE DEPARTMENT THROUGH JUNE 30, 2019,
AND APPROPRIATING PROGRAM FUNDS IN AN AMOUT OF $300,523.
WHEREAS, on January 16, 2018, the City Council directed staff to implement an interim in-house
North Beach lifeguard program on North Beach from March 1 to October 31, 2018, and conduct a
concurrent bid solicitation process seeking proposals to provide contracted lifeguard services on North
Beach;and
WHEREAS, on January 16, 2018, the City Council directed staff to return to Council in October
2018, to present Council with options to either award a contract to a third-party lifeguard service
provider, or authorize an ongoing in-house lifeguard program; and
WHEREAS, on October 23, 2018 City Council received a report on the 2018 North Beach
lifeguard program and considered three proposed options for continuing the lifeguard program; Enter
into a contract with California State Parks or OC Lifeguards, or continue providing an in-house lifeguard
program with the Fire Department.
WHEREAS, City Council authorized the fire department to continue to provide lifeguard services
on the North Beach. An additional $300,523 will be transferred from City Council's Contingency Fund
to the lifeguard program budget to continue services from November 1, 2018 to June 30, 2019.
Included in this cost are two additional full-time, fire department personnel, 3.5 additional part-time
FTE seasonal lifeguard personnel, and an additional vehicle and personal watercraft; and
WHEREAS, the fire department will include the complete, annual program estimated cost of
$603,300 in its FY 19/20 budget request.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Manager is authorized to implement an annual in-house North Beach
lifeguard program.
3. That the Administrative Services Director is authorized to transfer $300,523 from the
City Council's Contingency Fund account to the Fire Department operating budget to
continue services from November 1, 2018 to June 30, 2019.

4. That the fire department will include the complete, annual program estimated cost of
$603,300 in its FY 19/20 budget request.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 13th day of November, 2018, by the following vote, to wit:
