HomeMy WebLinkAbout2018-11-27; City Council; Resolution 2018-202RESOLUTION NO. 2018-202 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE SAN DIEGO ASSOCIATION OF GOVERNMENTS TO FUND THE COMPLETION OF AN ALTERNATIVES ANALYSIS AND PRELIMINARY ENGINEERING FOR A CARLSBAD VILLAGE RAILROAD TRENCH IN AN AMOUNT NOT TO EXCEED $375,000 Exhibit 1 WHEREAS, the City of Carlsbad's adopted Legislative Platform encourages and supports double tracking of the rail corridor within the city limits in a manner that: 1. Improves public safety access and response times. 2. Eliminates or reduces at-grade rail crossings within the corridor; 3. Improves local, regional, and coastal access for all travel modes (bike, pedestrian, vehicle, transit) and improves public safety response; 4. Minimizes impacts to neighborhoods; 5. Maximizes community and neighborhood connections; 6. Protects and/or improves the economic vibrancy of surrounding neighborhoods and the city: 7. Protects and/or enhances environmental resources; and WHEREAS, on November 25, 2014, the City Council approved Resolution No. 2014-268, authorizing an appropriation of $250,000 from the General Fund -City Council Contingency Account to be utilized in the city's efforts related to the Carlsbad Village Double Track project; and WHEREAS, in 2016 and 2017 the City Council adopted a City Council Goal to lower the railroad tracks in a trench through the Village to improve safety, community connectivity, quality of life and economic value; and WHEREAS, SANDAG completed the Carlsbad Village Double Track-Railroad Trench Alternative Economic Analysis and Feasibility Study in January 2017, which evaluated two potential project alignments (short trench and long trench); and WHEREAS, in 2018 the City Council adopted a City Council Goal to break ground by 2023 on lowering the railroad tracks in a trench through the Village to improve safety, community connectivity, quality of life and economic value; and November 27, 2018 Item #13 Page 5 of 25 Exhibit 1 WHEREAS, the City Council appropriated $2,000,000 in the Fiscal Year 2018-19 Capital Improvement Program -Railroad Double Tracking project budget; and WHEREAS, the next step in advancing the project is to inform a decision regarding the preferred project alignment by completing an Alternatives Analysis and Preliminary Engineering for a Carlsbad Village Railroad Trench. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Manager is authorized to negotiate and execute a Memorandum of Understanding with the San Diego Association of Governments to fund the completion of an Alternatives Analysis and Preliminary Engineering for a Carlsbad Village Railroad Trench in an amount not to exceed $375,000 from the Capital Improvement Program - Railroad Double Tracking project budget. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 27th day of November. 2018, by the following vote, to wit: AYES: NOES: ABSENT: M. Hall, K.
