A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, IN SUPPORT OF COMMUNITY AND SCHOOL SAFETY
WHEREAS, the City of Carlsbad is a coastal community in the north coastal region of San
Diego, California that contains five school districts and is home to over 113,000 residents who
deserve the highest level of public safety; and
WHEREAS, the City of Carlsbad is committed to supporting our public safety officers and
first responders who serve at the front lines in the protection of our residents and visitors; and
WHEREAS, children need to feel secure traveling to and from school and within the
school building for adequate learning to occur; and
WHEREAS, the City of Carlsbad promotes safety for its residents and, notably, children
and youth; and
WHEREAS, the crisis of violence in our country necessitates a sustained, coordinated,
and collaborative effort involving entire communities, elected officials at every level of
government, law enforcement, and the entire criminal justice system; and
WHEREAS, the hazards encountered by children in their schools, homes, and
communities vary widely in different localities and cannot be specifically enumerated or
predicted at the national level.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the City of Carlsbad promotes safety for children and youth and continues its
long-standing tradition of coordination, collaboration, education and emergency
preparedness training, with all five school districts and the entire community.
3. That the City of Carlsbad urges its state agencies, county agencies and school
districts to work with other community groups and agencies to expand mental

health and social-emotional health services in school and maintain continued
vigilance and monitoring of safety matters in their areas.
4. That state and federal laws and local ordinances be monitored and enforced to
assure adequate safety regulations for the protection of children and youth and
support the inclusion of safety education in their curriculum at school districts to
develop school safety guidelines and comprehensive safety audits for each school.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 27th day of November, 2018, by the following vote, to wit:
AYES: M. Hall, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard.
NOES: None.
