A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING A DONATION FROM THE CARLSBAD FIRE
DEPARTMENT FOUNDATION IN THE AMOUNT OF $11,875.
WHEREAS, the City Council of the City of Carlsbad, California has determined that the
Carlsbad Fire Department Foundation was created as a 501 (c)(3) in 2013 with a mission to raise
the funds needed to enhance fire and rescue services, support public outreach and safety
education, and provide scholarships to dependents of Carlsbad firefighters and paramedics; and
WHEREAS, the Carlsbad Fire Department Foundation is requesting to donate $11,875 to
defray the total cost to the Fire Department for the purchase of thirty-four stop the bleed kits
that will be used to provide important supplies and special bleeding control tools for those critical
initial minutes when a person is injured and bleeding. The kits will be installed at 20 city public
facilities; and
WHEREAS, Stop the Bleed is a national awareness campaign created in 2015 through
collaboration between several highly respected government and medical groups, including
Homeland Security and the American College of Surgeons, with the goal of encouraging civilians
to become trained, equipped and empowered to help in a bleeding emergency; and
WHEREAS, Stop the Bleed efforts saved three lives in the Oct. 27, 2018 Tree of Life
synagogue mass shooting in Pittsburgh, Pennsylvania, and bleeding control techniques saved the
lives of 20 to 30 people immediately after the Oct. 1, 2017 mass shooting in Las Vegas, Nevada;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California,
as follows:
1. That the above recitations are true and correct.
2. That the Carlsbad Fire Department Foundation requires no matching funds.
3. The Council authorizes receipt of the $11,875 donated by the Carlsbad Fire
Department Foundation.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 12th day of November 2019, by the following vote, to wit:
AYES: Hall, Blackburn, Bhat-Patel, Schumacher.
NAYS: None.
