DESIGN REVTIEW BOARD RESOLUTION NO. 199
A RESOLUTION OF THE DESIGN REVIEW BOARD OF THE
CITY OF CARLSBAD, CALIFORNIA RECOMMENDING
APPROVAL OF A COASTAL DEVELOPMENT PERMIT TO
REPLACE A RETAIL BUILDING WITH A RESTAURANT AND
RETAIL BUILDING AND ANCILLARY PARKING ON PROPERTY
GENERALLY LOCATED ON THE 417 CARLSBAD VILLAGE
DRIVE, CARLSBAD, CALIFORNIA.
CASE NAME: FISH HOUSE VERA CRUZ
CASE NO: CDP 92-08
WHEREAS, a verified application has been filed with the City of Carlsbad and
referred to the Design Review Board; and
WHEREAS, said verified application constitutes a request as provided by Title
21 of the Carlsbad Municipal Code; and
WHEREAS, pursuant to the provisions of the Municipal Code, the Design
Review Board did, on the 2nd day of December, 1992, hold a duly noticed public hearing
to consider said application on property described as:
Lot 1, Tract 10G of the City of Carlsbad, Map No. 1710,
recorded in the office of the County of San Diego Recorder in
December 1919.
WHEREAS, at said public hearing, upon hearing and considering all testimony
and arguments, if any, of all persons desiring to be heard, said Design Review Board
considered all factors relating to CDP 92-08.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Design Review Board
as follows:
A) That the foregoing recitations are true and correct.
B) That based on the evidence presented at the public hearing, the Design Review
Board recommends APPROVAL of CDP 92-08, based on the following findings and
subject to the following conditions:

The project is consistent with the goals and objectives of the Village Design Manual
and since the Manual is the implementing document of the Local Coastal Program,
the project is consistent with the Local Coastal Program.
The project meets all the requirements of the Zoning Ordinance.
The engineering analysis by City staff indicates that points of traffic conflict have
been mitigated through onsite circulation design, median construction, and
movement restrictions on the public street.
The project proposes a restaurant in the downtown core coIIIIILeTclill ~ClOsetO
the beach. Several amenities such as the additionof streetlandscapbgandremoval
of derelict buildings will occur as a result of this project. The proposal is therefore
consistent with the General Plan.
