The Design Review Board finds that the Negative Declaration for the Barrio Specific
Plan Project reflects the independent judgement of the Design Review Board of the
City of Carlsbad.
The initial study shows that there is no substantial evidence that the project may have
a significant impact on the environment because no development is proposed with the
Barrio Specific Plan project and the area is already urbanized.
The site has been fully developed and now represents an urbanized in-fill
development area.
The streets are adequate in size to handle traffic generated by the proposed project
since no additional traffic will be generated as a result of the specific plan and the
existing local street system is constructed to its fully improved street paving width.
There are no sensitive resources located onsite or located so as to be significantly
impacted by this project since the Barrio Specific Plan Project does not propose any
development and the specific plan area has already been urbanized.
