A RESOLUTION OF THE HOUSING AND REDEVELOPMENT
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA DENY11
THE APPEAL OF THE APPLICANT AND UPHOLDING THE DECISI(
OF THE DESIGN REVIEW BOARD DENYING A MINOR
REDEVELOPMENT PERMIT TO CONVERT TWO (2) EXISTING 880
SQUARE FOOT RESIDENTIAL UNITS TO RETAIL ESTABLISHMEN'
(VIDEO STORE AND BEAUTY SALON) ON PROPERTY GENERALLY
LOCATED ON THE WEST SIDE OF MADISON STREET, SOUTH OF
CARLSBAD VILLAGE DRIVE AT 3055 AND 3065 MADISON STRE:

WHEREAS, an appeal of the decision of the Design Rev
Board denying minor RP 91-2 has been filed with the Housi.
and Redevelopment Commission; and
WHEREAS, pursuant to the provisions of the Municipal
Code, the Housing and Redevelopment Commission did, on th
10th day of December, 1991, hold a duly noticed public
hearing to consider said application on property describe
as :
Lots 25, 26 and 27 of Block 39, Map No. 1722 as recorded in the County of San Diego, California. APN
203-305-12.
WHEREAS, at said hearing, upon hearing and consideri
all testimony and arguments, if any, of all persons desir
to be heard, said Commission considered all factors relat
to RP 91-2.
NOW, THEREFORE, BE IT RESOLVED by the Housing and
Redevelopment Commission as follows:
1. That the foregoing recitations are true and correct.
2. That based on the evidence presented at the public
meeting, the Housing and Redevelopment Commission hereby
DENIES the appeal and DENIES minor RP 91-2 for the reasor
stated by the Design Review Board at their meeting of
