A RESOLUTION OF THE HOUSING AND REDEVELOPMENT
COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA,
OPMENT AGENCY AND HOUSING AUTHORITY FOR FISCAL
APPROVING THE OPERATING BUDGET OF THE REDEVEL-
YEAR 1998-99
WHEREAS, the Housing and Redevelopment Commission of the City of
Carlsbad, California (the Commission), has reviewed the operating budget for the
Redevelopment Agency for Fiscal Year 1998-99; and
WHEREAS, the Commission has reviewed the operating budget for the
Housing Authority Section 8 Programs, for Fiscal Year 1998-99; and
WHEREAS, public hearings have been held as necessary prior to the
adoption of the final operating budgets.
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment
Commission of the City of Carlsbad, California as follows:
1. That the above recitations are true and correct.
2. That certain documents now on file in the office of the City Clerk of the
City of Carlsbad entitled "City of Carlsbad, 1998-99 Operating Budget and 1998-99 to
Buildout Capital Improvement Program - Preliminary" as amended in accordance with
Exhibit A attached hereto and incorporated by reference herein, shall be and the same
are hereby adopted as the final Operating Budgets for the Carlsbad Redevelopment
Agency and Housing Authority Section 8 Programs for the fiscal year 1998-99.
3. That the amounts reflected as estimated revenues for fiscal year 1997-
98 are hereby adopted as the final budgeted revenues for 1997-98.
4. That the amount designated as 1998-99 Budget in Exhibit A is hereby
appropriated to the department or fund for which it is designated, and such appropriation
shall not be increased except as provided herein.
5. That the following controls are hereby placed on the use and transfers of
budget funds:

A. No expenditure of funds shall be authorized unless sufficient funds
have been appropriated by the Commission or Executive Director as described below.
i. The Executive Director may authorize all transfers of funds from
acount to account within the same fund in an amount up to $1 00,000 per transfer.
ii. The Executive Director may delegate to the Housing and
Redevelopment Director authority to make budget transfers within the department.
iii. The Executive Director may authorize budget adjustments involving
offsetting revenues and expenditures; the Executive Director is authorized to increase
an appropriation for a specific purpose where said appropriation is offset by unbudgeted
revenue which is designated for said specific purpose.
C. The Commission must authorize any increase in the number of
authorized permanent personnel positions above the level identified in the final Budget.
The Executive Director may authorize the hiring of temporary or part time staff as
necessary, within the limits imposed by the controls listed above.
6. That all appropriations for outstanding encumbrances as of June 30,
1998 are hereby continued into 1998-99 for such contracts and obligations.
8. That all appropriations for Capital Improvement Projects remaining
unexpended at June 30, 1998, are hereby appropriated for such capital projects for the
1998-99 fiscal year.

WORK PROGRAM:
Revitalize the Redevelopment Area for the benefit and enjoyment of the entire City. The Redevelopment Agency will
redefine and develop innovative programs that promote and increase economic development and revitalize the
Redevelopment Project Area.
PROGRAM ACTIVITIES: PERFORMANCE OBJECTIVES:
Redevelopment Master Plan: Implement Rede- 1. Facilitate the development of at least one “special

Community Awareness and Public Relations Pro-
gram: Continue community awareness and public
relations activities.
PERFORMANCE OBJECTIVES:
1. Continue community -awareness and public
relations activities on -behalf of the Redevelop-
ment Agency with the Carlsbad Village Business
Association.
2. Develop agenda and hold a workshop with the
Village Business Association to discuss benefits
to village businesses as related to Village Com-
muter Rail Station.
SIGNIFICANT CHANGES:
Staffing costs increased due to a reallocation of staff to the Housing Trust fund (.05 FTE).
