HOUSING AND REDEVELOPMENT COMMISSION RESOLUTION NO. 363
A RESOLUTION OF THE HOUSING AND REDEVELOPMENT COMMISSION
OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE
COMMISSION CHAIRMAN TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH RBF CONSULTING FOR THE DEVELOPMENT OF A
LAND USE STRATEGY AND VISION STATEMENT FOR THE PONTO AREA
OF THE SOUTH CARLSBAD COASTAL REDEVELOPMENT PROJECT AREA,
AND ACCEPTING A LOAN FROM THE CITY OF CARLSBAD IN THE
AMOUNT OF $176,209 TO FUND THE SUBJECT AGREEMENT.
WHEREAS, the Carlsbad Redevelopment Agency has a need and a desire to develop and process
a Land Use Strategy and Vision Statement for the Ponto Area (Planning Area 3) of the South Carlsbad
Coastal Redevelopment Area to implement the approved Redevelopment Plan for the subject project area
which was established in July, 2000; and
WHEREAS, the Carlsbad Redevelopment Agency has determined that it requires the
professional services of a consultant with experience in developing the desired Land Use Strategy and
Vision Statement for the Ponto Area of the South Carlsbad Coastal Redevelopment Area; and
WHEREAS, the Carlsbad Redevelopment Agency has completed a request for proposals and
selection process to identify the consultant most qualified to develop the desired Land Use Strategy and
Vision Statement for the Ponto Area of the South Carlsbad Coastal Redevelopment Area; and
WHEREAS, the City of Carlsbad has appropriated funding for the subject contract for
professional services and has previously agreed, per a Cooperative Agreement approved on August 7,
2001, to loan funds to the Housing and Redevelopment Commission for operations and projects of the
Carlsbad Redevelopment Agency.
NOW, THEREFORE BE IT HEREBY RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the Housing and Redevelopment Commission hereby authorizes the Commission
Chairman to execute a professional services agreement with RBF Consulting to provide the
required consultant services to develop the desired Land Use Strategy and Vision Statement
for the Ponto Area of the South Carlsbad Coastal Redevelopment Area, in substantially the
form presented in Exhibit 2 and as approved by the City Attorney, acting in hislher capacity
as Counsel to the Commission.

3. That on behalf of the Carlsbad Redevelopment Agency, the Housing and Redevelopment
Commission accepts a loan in the amount of $176,209 from the City of Carlsbad to fund the
subject professional services agreement. The loan shall constitute an indebtedness of the
Housing and Redevelopment Commission and shall be repaid at the time tax increment
funding becomes available. The loan shall be repaid with future tax increment funds
generated solely from the South Carlsbad Coastal Redevelopment Project Area and as set
forth within the Cooperation Agreement between the City of Carlsbad and Carlsbad
Redevelopment Agency dated August 7,200 1.
PASSED, APPROVED AND ADOPTED at a special meeting of the Housing and
Redevelopment Commission of the City of Carlsbad, California, held on the 1st day of APRIL ,
2003, by the following vote, to wit:
AYES: Commissioners Lewis, Finnila, Kulchin, Hall, Packard
