A RESOLUTION OF THE CARLSBAD HOUSING AUTHORITY,
CARLSBAD, CALIFORNIA, ADOPTING A CLASSIFICATION
PLAN FOR THE EMPLOYEES OF THE CARLSBAD HOUSING
AUTHORITY
WHEREAS, there is no classification plan established nor in effect
governing employees of the Carlsbad Housing Authority; and
WHEREAS, it is desirable to have a classification plan for purposes
pf providing equitable administration of Authority employees;
NOW THEREFORE, BE IT RESOLVED by the Carlsbad Housing Authority
as follow:
1. That the above recitations are true and correct.
2. That the classifications shown in Exhibit A, B, C attached hereto
and incorporated herein by reference are hereby adopted as the Carlsbad
Housing Authority Classification Plan.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad
Housing Authority held on the flrdt day of October , 1974, by the
following vote, to wit:

CARLSBAD HOUSING AUTHORITY
EXECUTIVE DIRECTOR
This is an administrative class with duties involving
coordinating, supervising, and participating in the
operation of the Leased Housing Program of the City's
Housing Authority and the management of the Housing
Assistance Office.
Duties include the qualifying and selection of tenants,
responsible for tenant relations and the maintenance of
property lease agreements.
Examples of Duties
1. Processes application for leased housing.
2. Conducts interviews with prospective tenants.
3. Establishes and maintains tenant relations.
4. Supervises the operation of the Housing Authority.
5. Prepares monthly, quarterly, and yearly reports on
status of families living in leased housing, income
status, and audits.
6. Directs office secretarial and bookkeeping activities.
7. Acts as secretary to the Housing Authority.
8. Performs a variety of administrative functions under
the general administrative direction of the City Manager.
9. Directs the preparation of correspondence and reports.
10. Provides public information regarding Housing Assistance
Programs.
Employment Standards
Any combination of training and experience equivalent to
graduation from college in public or business administration;
ability to speak and write fluently in Spanish.

SOCIAL SERVICES COORDINATOR
Needed Skills
1. Awareness of personal, economic, social and
cultural problems of low income residents.
2. Ability to relate to and communicate with low
income families in English and Spanish.
3. Ability to organize groups for various types
of classes.
4. Gathering of information and feedback as to
needs of residents.
5. Ability to give individual counseling when
necessary in English and Spanish.
Examples of duties
1. Select new residents (with Director's approval)
and orient them to their new home.
2. Organize classes for residents dealing with:
a. Purpose of Housing Authority and how it
operates, i.e., who qualifies, how rent
is determined, rules and regulations.
b. Home maintenance and minor repairs
c. Home management - budgets, awareness of what
costs are in installment buying, checking
and saving accounts.
d. Economic betterment - how to fill out job
applications, interviewing.
3. Provide individual and group counseling (or referral
to the proper person or agency) for personal problems,
employment problems, health problems, welfare problems,
legal problems, inter-resident problems.

SECRETARY-BOOKKEEPER
Needed Skills
This position requires secretarial skills as well as
ability to keep books of record of transactions between
the Housing Authority, its tenants, lessors, etc.
The person filling this position must be bi-lingual and
able to relate to people of Latin descent.
Example of Duties
1. Type a variety of letters, reports, forms, and
notices in English and Spanish.
2. Compose and type routine correspondence.
3. Assist applicants in filling out applications.
4. Prepare and assemble material for meetings.
5. Attend meetings, take minutes and prepare draft
of proceedings.
6. Screen telephone calls by providing information requested
or refer party to proper staff person.
7. Make appointments for Director and arrange conferences.
8. Index, file and maintain records.
9. Maintain rent receipts, tenant ledger, accounts receivable
and prepare bank deposits.
10. Prepare requisitions for payment of bills.
11. Maintain lessor petty cash funds.
12. Prepare certain reports for submission to H.U.D.
