HOUSING COMMISSION RESOLUTION NO. 2006-002
THAT THE HOUSING COMMISSION RECOMMEND APPROVAL TO THE HOUSING AND
REDEVELOPMENT COMMISSION OF $1,326,037 IN FINANCIAL ASSISTANCE,
INCLUDING LAND DONATION AND CASH ASSISTANCE, FROM THE VILLAGE
REDEVELOPMENT AGENCY HOUSING SET-ASIDE FUNDS TO SAN DIEGO HABITAT
FOR HUMANITY FOR CONSTRUCTION OF ELEVEN (11) AFFORDABLE CONDOMINIUM
RESIDENTIAL UNITS TO BE LOCATED AT 2578 ROOSEVELT STREET IN THE VILLAGE
REDEVELOPMENT AREA OF THE CITY OF CARLSBAD.
APPLICANT: ROOSEVELT GARDEN CONDOMINIUMS
CASE NO: RP 04-04(A)
WHEREAS, the San Diego Habitat for Humanity has proposed to construct 11 condominium
9 residential units affordable to very low income households within the City of Carlsbad and has requested
financial assistance from the City of Carlsbad to assist in the financing of said affordable housing project;
and,
12 WHEREAS, the request for financial assistance to construct said units has been submitted to the
13 City of Carlsbad's Housing Commission for review and consideration; and
14 WHEREAS, said Housing Commission did, on the 9th day of March, 2006, hold a public meeting
to consider the request for Redevelopment Agency financial assistance for the construction of said 11
affordable condominium units by the affordable housing developer, San Diego Habitat for Humanity; and
WHEREAS, upon hearing and considering all testimony, if any, of all persons desiring to be
18 heard, said Commission considered all factors relating to the proposal to construct said affordable housing
19 units.

2 ! NOW, THEREFORE, BE IT HEREBY RESOLVED by the Housing Commission of the City
~~ of Carlsbad, California, as follows:

3 2. The request for Redevelopment Agency financial assistance is consistent with the goals
4 and objectives of the City of Carlsbad's Housing Element, Consolidated Plan, the
5 Inclusionary Housing Ordinance, the Carlsbad General Plan, the Village Redevelopment
Plan, and the Village Master Plan and Design Manual.
3. The request for Redevelopment Agency financial assistance will assist the affordable
housing developer to construct a total of 11, one and two bedroom affordable
condominium units which will be affordable to households earning 50% of area median
, 0 income for San Diego County or less. The project, therefore, has the ability to effectively
serve the City and Redevelopment Agency's housing needs and priorities as expressed in
the Housing Element, the Consolidated Plan and Redevelopment Plan.
4. That based on the information provided within the Housing Commission Staff Report and
testimony presented during the public meeting of the Housing Commission on March 9,
2006, the Housing Commission hereby ADOPTS Resolution No. 2006-02,
recommending APPROVAL to the Housing and Redevelopment Commission to donate16
the Redevelopment Agency-owned property at 2578 Roosevelt Street to San Diego
Habitat for Humanity and to provide up to $608,244 in financial cash assistance from the
Village Redevelopment Housing Set-Aside Fund to San Diego Habitat for Humanity for

pre-development costs associated with the construction of eleven (11) affordable

residential condominium units to be located on said property within the Village
21
Redevelopment Area of the City of Carlsbad.

of Carlsbad, California, held on the 9th of March, 2006, by the following vote, to wit:

5. That the Housing Commission recommends that the Redevelopment Agency Executive
Director or his or her designee be authorized by the Housing and Redevelopment
Commission to prepare and execute all documents related to the transfer of property
ownership from the Carlsbad Redevelopment Agency to the San Diego Habitat for
Humanity and for the provision of the Agency cash assistance to San Diego Habitat for
Humanity for pre-development expenses for said affordable housing project, subject to
review and approval by Agency Counsel.
