OF PSR DIEM WAGES IN TBE CARLSBD MUNICIPAL WATER DISTRICT, SAH
DIEGO COUNTY, CALIXBNIA, AND AWOIPJIHG TERRITORY.
WHHBAS, the Board of Directors of the Carlabad Municipal Water
District has approved plans and specifications fbr the construction of water distribution facilities generally known and designated as "Arterial Water System for Improvement District No. 1 Regulating Reservoir", and
will immediately thereafter instruct the Secretary of the District to
advertise for bid8 for the construction of said facilities which are to
be constructed within the territory immediately adjacent to the Carlsbad
Municipal Water District; ad
WHEREAS, pursuant to the pmvisions of the Labor Code of the
State of California it is necessary tht the Board of Directors of this
District ascertain and determine the general prevailing rate of per diem wages in tbe locality in which the public work is to be performed, for each
craft or type of workman needed to execute and perform the contracts, and to set forth said rates in the call for said sealed proposals or bids,
and in the contracts to be executed therefor;
NOW, THIBIREBDRE, the Board of Directore of the Cerlsbad Xunicipal Water District states tkt it has heretofore ascertained the general pre-
vailing rate of perdiem wages in the locality in which said work is to be
performed, d hereby determines that the general prevailing rate of per
diem wages in the locality in which said above referred to water facilities are to be constructed for the Carlsbad Bliunicipal Water District for each craft or type of workman or mechanic needed to execute or p~rform the con-
tract, is es follows:

It shall be mandatory on the Contrmtor to whom the contract is awarded
ad upon any sub-contractor under him, to pay not less than the said
specified rate to all laborers, workmen aad mechanics employed by them in
the performance of the contract.
The foregoing schedule of per diem wages is based on a working day of
eight (8) hours. on the project shall be computed on a basic day rate of eight (8) hour8
per day; eight (8) hourir of continuous employment, except for lunch per- iod, constituting a day's work when a single shift is employed and seven
and one-half (7*) hours of oontinuous employment, except for lunch period, constituting a day's work when two (2) or more shifts are employed.

Work
The minimum wage rates, if any, herein specified for apprentices
shall apply only to persons working writh the tools of the trade they are
learning under the direct supervision of journeyman mechanics. The number of apprentices in each trade or occupation employed by the Contractor or
any sub-contractor shall not exceed the nwber permitted by the applicable
standard8 of the United States Department of Labor, or in the absence of
suoh standards of the United States Deprtmnt of Labor, the number per- mitted under the usual practice prevailing between the unions and the em-
ployer's associations of the respective trades or occupations,
Nothing herein, however, shall prohibit the pagmsnt of more
than said general prevailing rate of wages as herein established to any workman employed on said works. All workmen employed by contractors or
sub-contractors in the performance of any contract awarded for the COP-
struction of the aforementioned facilities shall be deemed to be em-
ployed upon public works and entitled to receive the general prevailing rate of per diem wages, and all contractors and sub-contractors under
them shall pay not less than said specified prevailing rates ad wages as herein determined, to all said workmen.
The foregoing resolution, numbered 38, was duly and regularly
passed and adopted at a regular adjourned meeting of the Board of Directors of the Carlsbad Municipal Water District held on the 18th day of December,
1956. Roll call vote was as follows:
