"HEREAS, the acquisition of an additional aswed

supply of water is essential to t;he continuing doveloparat
of San Diego County, and

I:HEREA3, the so-called Bonelli petition to reapportion
the State Senate will assure the defeat of the California
Water Program, and
1 HCHEAS, the so-called Bone111 petition will allocato
a block of seven Senators to Loa Angeles County, which com-
bined with the increased representation in the Los Angels6
metropolitan area will give the Los Angeles metropolitan area
a majority (thirteen) of the twenty Senators allocated to
Southern California, and

l:HEREAS,a inequitable reapportionment of the State Senate
is contrary to the principles of American government by con-
centrating the majority of both Houses of the Legialature in
the population centers of the State, and
I-HEHEA?, San Diego's gain of a single Senator 13 too
high a price to pay for sacrificing our working democratic
system of checks and balances,
