A FESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT URGING THE
EARLY AUTHORIZATION OF THE CONSTRUCTION OF
THE PROPOSED PERIPHERAL CANAL AS A PART OF
THE CALIFORNIA WATER PROJECT, EITHER JOINTLY
WITH AGENCIES OF THE FEDERAL GOVERNMENT OR
SINGULARLY BY THE STATE OF CALIFORNIA.
WHEREAS, the proposed Peripheral Canal, constituting
a waterway bypassing the Delta of the Sacramento and San
Joaquin Rivers, is essential as a facility of the California
State Water Project in order that the Delta area be protected
from stream reversal, waterway scouring, the destruction of
fish propagating areas, and resulting in the improvement in
the quality of the water to be exported from the Delta area:
and
WHEREAS, the Peripheral Canal will be a protection to
the property and rights of the other Delta users, as well as
a protection to the users of export water, and will make it
possible to regulate flows of fresh water to all sections of
the Delta when and as needed, instead of depending solely upon
natural flood flows into and out from the Delta, in addition
to avoiding the effect of direct pumping in large quantities
directly from the Delta waters, as will otherwise be required:
and
WHEREAS, there is the usual opposition to this faci-
lity that is voiced by the people still opposing the State
Water Project, even though its construction has proceeded to
the point where its completion is essential to the economy of
the state, as well as for the purpose of meeting the obliga-
tions to which the state has already committed itself: and
WHEREAS, the facility is needed, both in connection
with the State Water Project and the proper operation of the

Bureau of Reclamation Central Valley Project, and has been
endorsed by organizations interested in sport fishing and
commercial fishing in the waterways of the Delta, as well as
many Delta water users’ organizations.
NOW, THEREFORE, THE BOARD OF DIRECTORS OF CARLSBAD
MUNICIPAL WATER DISTRICT DOES HEREBY RESOLVE AS FOLLOWS:
1. CARLSBAD MUNICIPAL WATER DISTRICT is one
of the ultimate consumers of the State
Water Project.
2. That every effort be made by the legisla-
tors representing this area and California,
in both the state and federal legislatures,
to utilize every effort for the authoriza-
tion and construction of the proposed
Peripheral Canal, either as a joint project
of the state and federal governments, or by
the state government alone, at the earliest
possible opportunity,
ADOPTED, SIGNED AND APPROVED this 16th day of July,
1969.
