RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT OBJECTING
TO USE OF IMPORTED WATER FOR COOLING PURPOSES
FOR POWER GENERATING PLANTS IN SAN DIEGO
COUNTY IN LIEU OF OCEAN WATER
WHEREAS, certain groups have brought excessive public
pressure and legal actions to prevent and enjoin the building
of electric generating plants along the ocean frontage where an
unlimited supply of water is available for cobling purposes; and
WHEREAS, as a result of said actions, San Diego Gas and
Electric Company is now considering the development of new power
generating facilities, inland along the routes now used for im-
porting Colorado River water into San Diego County; and
WHEREAS, the development of said new power generating
facilities along the routes of the imported water into San Diego
County is for the purpose of utilizing a portion of said imported
water for cooling purposes for new power generating facilities; and
WHEREAS, any use of the said imported water for cooling
purposes for new power generating facilities will place an excess-
ive burden on the amount of imported water available for consump-
tion by the inhabitants of San Diego County; and
WHEREAS, any extra use of the said imported water for
cobling purposes for new power generating facilitkes will cause an
excessive burden on San Diego County Water Authority to furnish all
water necessary for consumption; and
WHEREAS, any extra use of the said imported water for cool-
ing purposes for new power generating facilities will cause an ex-
cessive burden on the inhabitants of San Diego County to pay more
money for water or to pay more to develop new transmission lines
to bring more imported water into San Diego County; and

WHEREAS, there is adequate ocean water available along the
ocean frontage to provide the necessary water for cooling purposes
for new power generating plants; and
WHEREAS, there is no adequate proof that the use of ocean
water for cooling purposes for power generating plants affects the
ocean or plant life connected therewith.
NOW THEREPEIRE, THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL
WATER DISTRICT DOES HEREBY RESOLVE AS FOLLOWS:
1. THE CARLSBAD MUNICIPAL WATER DISTRICT objects to the
use of imported water to and in San Diego County for cooling pur-
poses for power generating plants in San Diego County in lieu of
ocean water.
2. That all governmental agencies should approve new power
generating facilities in San Diego County utilizing ocean water for
cooling purposes for new power generating facilities and allow such
new power generating facilities to be constructed along the ocean
frontage, without undue and uneconomical conditions for the utiliza-
tion of ocean water for said cooling purposes.
