RESOLUTION OF THE BOARD OF DIRECTORS OF
CARLSBAD MUNICIPAL WATER DISTRICT REQUESTING
SAN DIEGO COUNTY WATER AUTHORITY TO CONSTRUCT
TRI-AGENCIES WATER TRANSMISSION PIPELINE
WHEREAS, SAN DIEGO COUNTY WATER AUTHORITY and three
member agencies, CARLSBAD MUNICIPAL WATER DISTRICT, CITY OF
OCEANSIDE and VISTA IRRIGATION DISTRICT, have jointly investi-
gated and developed a program to provide an additional water
supply for the three member agencies; and
WHEREAS, the investigation has conclusively deter-
mined that the existing water supply system for the three
member agencies is currently near the point where its capacity
is insufficient to meet peak demands; and
WHEREAS, the investigation has conclusively deter-
mined that the existing water supply system is inadequate to
serve existing inhabitants and land within the three member
agencies who are now entitled to water; and
WHEREAS, it has been determined that an additional
source of water is necessary for the adequate protection of
the inhabitants and property within the three member agencies
to provide sufficient flows of water for adequate fire protec-
tion; and
WHEREAS, it has been determined that an additional
source of water is necessary for the adequate protection of
the inhabitants and property within the three member agencies
to provide an additional source of water in event of emergency;
and
WHEREAS, it has been determined that it is to the ad-
vantage of all inhabitants and property owners of land within
the three member agencies to have an additional source of water

to maintain adequate flow of water to the inhabitants and
land within the three member agencies; and
WHEREAS, it has been determined that the most econo-
mically feasible way to acquire the additional source of
adequate water for the three member agencies is through the
development of a joint water transmission pipeline, which
for convenience is referred to as "TRI-AGENCIES WATER TRANS-
MISSION PIPELINE" ; and
WHEREAS, it is deemed by the three member agencies
that the TRI-AGENCIES WATER TRANSMISSION PIPELINE will con-
stitute an integral part of the transmission and aqueduct
system of SAN DIEGO COUNTY WATER AUTHORITY; and
WHEREAS, it has been determined that the operation
of the TRI-AGENCIES WATER TRANSMISSION PIPELINE will be more
economical and more efficient if operated by the SAN DIEGO
COUNTY WATER AUTHORITY; and
WHEREAS, SAN DIEGO COUNTY WATER AUTHORITY has agreed
to accept the responsibility of the operation of TRI-AGENCIES
WATER TRANSMISSION PIPELINE; and
WHEREAS, it has been determined by the three member
agencies that the construction of TRI-AGENCIES WATER TRANSMIS-
SION PIPELINE should be performed by SAN DIEGO COUNTY WATER
AUTHORITY, as a part of the transmission and aqueduct system
of SAN DIEGO COUNTY WATER AUTHORITY.
NOW, THEREFORE, THE BOARD OF DIRECTORS OF CARLSBAD
MUNICIPAL WATER DISTRICT DOES HEREBY RESOLVE AS FOLLOWS:
1. The CARLSBAD MUNICIPAL WATER DISTRICT respectful-
ly requests the SAN DIEGO COUNTY WATER AUTHORITY to accept
TRI-AGENCIES WATER TRANSMISSION PIPELINE as an integral part
of the transmission and aqueduct system of SAN DIEGO COUNTY

WATER AUTHORITY.
2. The CARLSBAD MUNICIPAL WATER DISTRICT respectful-
ly requests the SAN DIEGO COUNTY WATER AUTHORITY to construct
the TRI-AGENCIES WATER TRANSMISSION PIPELINE as a part of the
transmission and aqueduct system of SAN DIEGO COUNTY WATER
AUTHORITY.
ADOPTED, SIGNED AND APPROVED this 6th day of
August, 1975.
