RESOLUTION OF THE BOARD OF DIRECTORS OF
COSTA REAL MUNICIPAL WATER DISTRICT
DECLARING ITS OPPOSITION TO PROPOSITION 13
AT NOVEMBER, 1982 ELECTION
WHEREAS, Proposition 13 (the Water Resources Statutory Ini-
tiative), if approved by the voters at the November, 1982 election,
would add a new Division 8 (5 parts, 47 sections and over 4,000 words)
to the Water Code of State of California; and
WHEREAS, after study and examination of its provisions and
- review of various literature analyzing the meaning and effect that it
will likely have on the use and cost of water for COSTA REAL MUNICI-
PAL WATER DISTRICT and the water consumers of COSTA REAL MUNICIPAL
WATER DISTRICT,
NOW, THEREFORE, THE BOARD OF DIRECTORS OF COSTA REAL MUNI-
CIPAL WATER DISTRICT DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:
1. Proposition 13 would have a serious negative and adverse
effect upon sound water management law and practices, because:
a. It would require approval (allow disap-
proval) by the State Water Resources Con-
trol Board of water pricing, reclamation,
conservation, and other operating plans

and procedures of each water entity pro-
viding more than 20,000 acre feet of im-
ported water and thus transfer from local
control to Sacramento the most important
decisions about water management practic-
es; and
b. It would require another initiative and
vote of all the electors of California to
amend its provisions if experience or
changed circumstances indicate that chang-
es are desirable; and
c. It would, contrary to existing law, au-
thorize the State Water Resources Control
Board to make sweeping decisions about in-
stream uses of water without a case by
case analysis of the many competing needs
among natural flora and fauna, aesthetic
and recreational, agricultural, industrial,
and domestic uses of water; and
d. It has other aspects, less offensive to
COSTA REAL MUNICIPAL WATER DISTRICT and
the water consumers thereof, but which
tend to limit the availability of water
and unnecessarily increase the cost of
its development. It also transfers crit-
ical decisions about ground water manage-
ment in the Central Valley from local
water agencies to a governor-appointed

Board of five people (SWRCB).
2. The water consumers of COSTA REAL MUNICIPAL WATER DIS-
TRICT are urged to vote "No1' on Proposition 13 at the November, 1982
state-wide election.

certify that the foregoing Resolution was duly adopted by the Board
of Directors of said District at a regular meeting of the Board held
on the 6th day of October, 1982, and that it was adopted by the fol-
lowing vote:
