RESOLUTION OF THE BOARD OF DIRECTORS OF COSTA REAL MUNICIPAL WATER DISTRICT
MODIFYING THE ADMINISTRATIVE CODE OF THE DISTRICT REGARDING PART-TIME EMPLOYEES
WHEREAS, the District has need to modify the Administrative
Code to address the issue of part-time employees, and
WHEREAS, the Administrative Code sections which deal with
the issue are Sections 4.4, 4.7, 4.8 and the Job Description
titled Office Aide/Intern, and
WHEREAS, the necessary revisions to those sections are
attached ;
NOW, THEREFORE, THE BOARD OF DIRECTORS OF THE COSTA REAL
MUNICIPAL WATER DISTRICT DOES HEREBY DETERMINE AND RESOLVE that
the Administrative Code is hereby amended in the attached
exhibits,

examination will be based on the record of the
General Manager's action.
In the event the Board of Directors either
denies the petition or determines to sustain
the General Manager's decision, the time limit
for judicial review of the Board's decision pursuant to Code of Civil Procedure S1094.6 runs from the date the notice is deposited in the mail.
The Board of Directors shall inform the
employee in writing of the Board's decision.
(1) Benefit Termination Date. An employee shall
not be entitled to any benefits effective the day following the day that'the status of em-
ployment is terminated. Employment is termi- nated as of the last day the employee performs work or a service for the District.
The day of termination is not extended through
the period of accumulated vacation or sick
leave the employee is entitled to as of the
date of termination.
Sec. 4.7. Part-Time Employees. The General Manager may em- ploy persons on a part-time basis at his/her dis- cretion as work load demands. Part-time employees shall be defined as those employees who are working in an approved job classification and are scheduled
to work less than the regularly scheduled work week on a regular and consistent basis.
Part-time employees shall not receive the same accrual rate for vacation, sick leave or holiday
as full-time employees. Such personnel, working on a regular and consistent basis at least or more

than 20 hours per week, shall be eligible for vacation, sick leave and holiday accruals at 50% of
a full-time employee.
Such personnel shall be employed and compensated on
an hourly basis within the range set forth in Section 4.4 as established by the Board of Directors.
Part-time employment is not considered permanent employment by the District.
SeC. 4.8. Temporary Ehployees. The General Manager may em-
DELETED ploy persons on a temporary basis at his discretion 1/7/87 as work load demands. Such persons shall be
employed, classified, and compensated in accordance with the provisions of Article 4., and Article 5. of this Administrative Code.
Sec. 4.9. Underfilling a Position. It is’ in the best inter- ests of the District and its employees to encourage employee development. One procedure available to the General Manager to assist in employee develop- ment is to fill a budgeted position with an
employee having lesser qualifications than the position calls for. The employee who then would be
underfilling the position would be encouraged to gain the qualifications necessary for permanent employment at the level of the budgeted position. The Board grants the General Manager the authority to utilize this procedure at his/her discretion.
OFFICE AIDE/INTERN
(Part-time Position)
DEFINITION;
Under direction to perform a variety of minor clerical and
delivery functions on a part-time basis. Interns shall only be compensated at an established hourly rate, be considered
temporary employees, and would not be eligible for any .fringe benefits that accrue to permanent employees except for vacation,
sick leave and holiday accrual at one half that of a full-time employee
TYPICAL DUTIES;
Assists in handling and monitoring phone calls.
Organize and file correspondence and project materials.
Collect and distribute mail. Make scheduled mail runs to
the post office.
Operate duplicating and other office machines.
Deliver and/or receive materials from other offices
including but not limited to the City of Carlsbad, outside consultants, office supply houses and blueprinters.
Assist in preparation and/or coloring maps and displays.
Assist in typing and records keeping as required.
DESIRED QUALIFICATIONS:
Education: No specific educational requirements, provided that applicant possesses reasonable written and oral skills equivalent
to the junior year of high school. Basic typing and clerical
skills are desirable.
EXPERIENCE
No specific experience is required.
