COSTA REAL MUNICIPAL WATER DISTRICT
OPPOSING SAN DIEGO ASSOCIATION OF GOVERNMENTS'
REGIONAL GOVERNMENTAL RESPONSIBILITIES AND REVENUES REPORT
WHEREAS, the COSTA REAL MUNCIPAL WATER DISTRICT
("District") provides water service to over 20,000 acres
in San Diego County, with an estimated population of Over
45,000 people, and
WHEREAS, the District presently receives over $382,000
in property tax revenues which is presently being paid by
the taxpayers of the District, and this sum is increasing
this year as a result of increases in the District's tax
base; and
WHEREAS, the District relies upon these property tax revenues to meet operating expenses and capital needs so the District can continue to provide adequate water facilities; and
WHEREAS, a large portion of the District is comprised
of unimproved lands, which derive a substantial benefit
from the existence of the District's water system, in terms
of increased value and future development potential; and I WHEREAS, commercial and industrial properties are
normally low in water consumption with commensurately low
user fees, but their storage and transmission requirements
are substantially higher than residential properties because
of their relatively higher fire flow demands; and
WHEREAS, it would be unfair and unreasonable for existing
customers, who have already paid for their fair share of
the District's storage, pumping and transmission facilities, to bear additional costs through user fees; and
WHEREAS, the most equitable method of allocating the
costs of capital improvements and system operations is through
property taxes; and
WHEREAS, the loss of property tax revenues would cause
water rates to escalate, resulting in a six percent increase
in the wholesale water rate; and
WHEREAS, the agricultural uses of property within the
District will be disproportionately affected and agriculture
discouraged in urbanizing areas, and i
WHEREAS, on June 26, 1987, the Board of Directors of
the San Diego Association of Governments ("SANDAG") approved
the final draft of the Regional Governmental and Revenues
Report ( "Report" ) : and
WHEREAS, the Report recommended that local governments
support legislation which would reallocate property tax
revenues being presently paid to the District, and other
special Districts providing water and sewer services in
San Diego County, to the County of San Diego,
NOW, THEREFORE, BE IT RESOLVED:
1. The Board of Directors strongly opposes
reallocation of its property taxes to the County of San
Diego, as recommended in the SANDAG Regional Governmental
Responsibilities and Revenues Report, and opposes any future
legislation which attempts to reallocate its property tax
revenues to the County of San Diego.
2. The Board urges SANDAG to seek other alternatives
II for resolving the County's revenue problems.
3. The Secretary of the Board is hereby authorized and directed to transmit a certified copy of this Resolution
to SANDAG, the County of San Diego and other appropriate parties.

May 4, 1988.
