A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE CARLSBAD MUNICIPAL WATER DISTRICT,
CARLSBAD, CALIFORNIA DECLARING AGRICULTURE
WATER USE AS PRACTICED IN CARLSBAD IS A
MUNICIPAL AND INDUSTRIAL USE OF WATER
WHEREAS, the Carlsbad Municipal Water District is proceeding with Ph
~ Water Reclamation Master Plan (herein referred to as the Project) whereby reclai

11 WHEREAS, the Carlsbad Municipal Water District has applied to the St
12 Resources Control Board for a $5,000,000 low interest loan through the Clean W
13 Law of 1984 and the Clean Water and Water Reclamation Bond Law of 1988 t8

18 WHEREAS, the Metropolitan Water District staff indicated the Carlsbad
19 Water District that Metropolitan would contribute to the Project through its Lo(
20 Program (LPP) and as a result the Carlsbad Municipal Water District, relying
will be delivered and used for the irrigation purposes by two golf courses, two ag
users and CalTrans, and

4 WHEREAS, serving reclaimed water to the five proposed users will r

demand on the Carlsbad Municipal Water District for imported potable water;

for agricultural, tourism and aesthetic reasons.
16 /I WHEREAS, agri-industrial uses in Carlsbad consist mainly of high P
17 production (vegetables and flowers), and are vital to the economy of the City and
18 as are other industrial uses in the City. It is classified as an industrial, incon-
19 producing use by the City’s zoning codes and should be treated the same as
2o 1 industry in the City.

WHEREAS, it also has been determined that continued water servict
I/ proposed project users is necessary if the City of Carlsbad is to develop in accort 23
24 its state-mandated and adopted General Plan including the Land Use Element, 0
25 Element and Conservation Element. Agriculture is an integral part of mun
26 industrial development in the City and is of great importance to the City’s overal
27 and the well-being of the citizens;

THEREFORE, BE IT RESOLVED, that the Board of Directors of th
ll Municipal Water District find and determine that agriculture water use as prac
