A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CAlUSBAD MUNICIPAL WATER DISTRICT, CALIFORNIA
AS REQUIRED BY ARTICLE XIIIB OF THE CALIFORNIA
STATE CONSTITUTION AND STATE LAW
ESTABLISHING THE 1993-94 APPROPRIATION LIMIT
WHEREAS, Article XIIIB of the California State Constitution requires tl
governments annually establish a limit on the appropriation of proceeds of tax
and
WHEREAS, State law requires that this limit be presented to the govern
body of each entity each fiscal year; and
WHEREAS, State law also requires that this limit be published in a newspaj
of general circulation to allow public response to the limit as adopted.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of '
Carlsbad Municipal Water District, California, as follows:
1. That the Board of Directors of the Carlsbad Municipal Water Dist~
California, does hereby establish and adopt the 1993-94 appropriation limit of
million, one hundred seventy four, six hundred seventy one dollars ($1,174,671
computed in Exhibit A attached hereto.

GANN APPROPRIATIONS LIMIT
The Appropriations Limitation imposed by Proposition 4 and modified by Proposition 1
creates a restriction on the amount of revenue which can be appropriated in any fis
year. The revenues which are subject to the Limitation are those considered "proceeds
taxes." The basis for calculating the Limit began in fiscal year 1978-79 and is increa:
based on population growth and inflation.
The major change made by Proposition 111 allows the Cirlsbad Municipal Water Dist~
to annually choose among the following options for calculating its Gann Limit:
b Growth in California per capita income, OR
b Growth in non-residential assessed valuation due to new construction in
City,
AND
b Population growth of Carlsbad, OR
b Population growth within San Diego County.
The factors used to calculate the 1993-94 Limit were:
b Population growth in the City of Carlsbad, AND
b Growth in California per capita income.
The formula is outlined below:
1992-93 Expenditure Limit (Recalculated to reflect $1,118,402
non-residential growth)
% City Population Growth 1.0225
Growth in California per capita income X 1.0272
Net Increase Factor 1.0503
1993-94 Limit (1989-90 Limit X Factor) $1,174,671
Current Appropriation of Proceeds of Taxes $0.00
The spending limit for the Carlsbad Municipal Water District for 1993-94 is $1,174
with no appropriations of "proceeds of taxes". All revenues subject to the (
Appropriations Limit are appropriated within the capital replacement fund and
therefore exempt.
