RESOLUTION NO. 1072
A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT BOARD
OF DIRECTORS, FOR APPROVAL OF A LOCAL RESOURCES PROGRAM
(LRP) AGREEMENT BETWEEN METROPOLITAN WATER DISTRICT OF
SOUTHERN CALIFORNIA (MWD), SAN DIEGO COUNTY WATER
AUTHORITY (SDCWA), AND CARLSBAD MUNICIPAL WATER DISTRICT
(CMWD) FOR ENCINA BASIN WATER RECLAMATION PROGRAM, PHASE I
AND PHASE I1 PROJECTS; CMWD PROJECT NO. 98-301.
WHEREAS, in March 1992, the City Council adopted the ”City of Carlsbac
Reclamation Master Plan” which recommended development of the recyclec
system in five phases; and
WHEREAS, Phase I was initiated in 1992 and completed in 1994 hE
capacity of 2050 AF/YR; and
WHEREAS, there is now in effect a Joint Participation Agreement bt
Metropolitan Water District of Southern California (MWD), San Diego County
Authority (SDCWA), and Carlsbad Municipal Water District (CMWD) dated .
1999 for development and utilization of recycled water which provided f
Encina Basin Water Reclamation Program, Phase I Project to participate in
Local Resources Program (LRP); and
WHEREAS, in 1997, CMWD updated the recycled water program to co
Phase I1 with a capacity of 2950 AF/YR; and
WHEREAS, in September 1998, MWD recommended inclusion of the PI
project proposal in the LRP for a contribution from MWD that will vary from
AF in 2001 to $100/AF beginning in 2010 and terminating in fiscal year 2018

WHEREAS, this Agreement calls for combining the Phase I and P
projects to obtain the same contribution for each project; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the (
Municipal Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Board of Directors conceptually approve the Local Re
Program (LRP) Agreement.
3. That the Executive Manager and the Secretary are authorized to E
the final Local Resources Program (LRP) Agreement between Metrc
Water District of Southern California (MWD), San Diego County
Authority (SDCWA), and Carlsbad Municipal Water District (CMM
Encina Basin Water Reclamation Program, Phase I and Phase I1 Pt
CMWD Project No. 98-301
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsb'
Council held on the 25th day of January , 2000 by the fo
vote, to wit:
