WHEREAS, the City of Carlsbad Planning Commission did on the ythda April, , 1957 hold a duly advertised pub1 ic hearing purs to law to consider the adoption of a Master Street Plan for the City of bad; and WHEREAS, as a result of testimony and evidence given at said hear in as a result of studies made by, and in behalf of the Carlsbad City Plann Com;ni ssi on i i was revealed: (I) That the alignments for the various streets indicated, on the Master' Street Plan, as streets of major importance and stref of secondary importance were determined on the basis of careful ana sis of the topography of the land traversed, and based on the topog phy they represent the nost feasible and practical alignment possik and (2) That the thoroughfares indicated on the plan are essen'cia to assure adequate traffic circulation and connection between the v ious sections of the City of Carlsbad; and (3) That the adoption of these alignnents as set forth in the Master Street Plan are essential as State Law requi res that before any precise plan studies are permitted to be adopted a Master Stree Plan must first be adopted; znd (4) That the adoption of the proposed %aster Street Plan wi I1 enable the City of Carlsbad- to more adequately process subdivision maps, acquire rights-of-way for the extension and widening of these necessary thoroughfares, as well as establish a basis for capital budgeting for street improvements. NOW1 THEREFORE BE IT RESOLVED, that the Carlsbad City Planning Comni does hereby recommend the innediate processing and adoption of the Maste Plan, as recommended, in order to facilitate and assist in the planning developymt of the City of Carlsbad; and I -1- GORDON WHITNALL & P Consultants-Planning and ( 4315% LElMERT BLVD.
