I 9 1 2 3 4 5 6 7 8 9 IS 11 12 13 14 15 2.6 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 i PLANNING COMMISSION RESOLUTION NO. 391 A RESOLUTION GRANTING A CONDI TI ONAL USE PeRMIT ON PROPERTY NORTH OF PALOMAR AIRPORT ROAD, APPROXIUTELY TWO MILES EAST OF PALOMAR AIRPORT, - WHEREAS, pursuant to the provisions of Ordinance No. 9060, the p1: ning Cornmission did on March 9 and 2 3, 1965, hold a duly noticed public hearing to consider the application of CARLSBAD FLA.CEWAY COMPANY, submitted by J.S, Belond, President, to expand the uses allowed under tk present conditional use permit (Planning Commission Resolution No. 321: include not only drag but all other types of racing events, on real propert in the City of Carlsbad, County of San Diego, State of California, commol known as property North of Palomar Airport Road, approximately two mi east of Palomar Airport, and more particularly as: The South one half OL the Northwest one quarter and the Southwest one qui of the Northeast one quarter, all in Section 18, Township 12 South, Bangf West, San Bernardino Base and Meridian, San Diego County, California, Assessor's Parcels 2, 3 and 14, Book 221, Page 010 of the Assessorfs M; of San Diego County. WHEREAS, at said public hearing, upon hearing and considering the testimony and arguments, if any, of all persons who desired to be heard, said Commission did find the following facts and reasons to exist which 1; the granting of a conditional use permit necessary to carry out the provi: and general purpose of Ordinance No. 9060: 1, That this is not an unreasonable extension of the present conditio1 use permit. 2. That the precedence for the establishment of the type of racing w; firmly set when the original conditional use permit was granted. 3. That this use in terms of potental noise factor would be no more jectionable than racing on the lagoon or the railway trains, or the use of airport. 4. That the expansion of this conditional use permit will be a great : and benefit to the community commercially and in terms of publicity. 32 I, - .v I 1 e 0 i 5. That the Chief of Police of Carlsbad has stated the Police Departm has had no problems with policing the present raceway uses, and the Race has been well-operated in the past with good and adequate supervision. NOW THEREFOBE, BE IT RESOLVED by the Planning Commission c the City of Carlsbad that it does hereby grant a conditional use permit on property for the purpose of expanding the uses alllawed under aeir presen conditional use permit to include not only drag but all other types of racin events relative thereto, on the following conditions and limitations: 1. That the race track must be built to Sportsf Car Club of America standards or better. 2, That all races shall be run according to Sport Car Club of Americ or other nationally recognized racing standards. 3. That there shall be no rocket or jet vehicles allowed to race. 4. That there shall be no destruction races or exhibitions. 5. That there shall be no jalopy races.
