WHEREAS, pursuant to the provisions of Ordinance No. 90 the Planning Commission did on November 26, ,1968, hold a dul ed public hearing to consid-er the application of WESTERN LAN DEVELOPLMENT COMPANY, for a Pre-Annexation Conditional Use Pe for the purpose of allowing the construction of a Mobile Hon: on real property in the City of Carlsbad, Co.unty of San Die5 State of California, located on the Northerly side of El Can Real, approximately 3,.000 feet East of Kelly Drive, and more particularly described as: Portion of Lot E. Rancho' Agua Hedionda, Map 823, being Parcels 13, 14, and 16, Book 208, Page 3 of the Asseks- or's Map of San Diego County; more particularly des- cribed in application on file in the City Planning Office; WHEREAS, at said public hearing, upon hearing and consi the testimony and arguments, if any, of all persons who desi to be heard, said Commi-ssion did find the following facts ar reasons to exist which make the .granting of a Pre-Annexatior Conditional Use Permit necessary to carry out the provisions general purpose of Ordinance No, 9060: 1.
