Exhibit A - entitled "Site Plan", dated May 23, 1969, 12 follows: 11 Copy of said Specific Plan is attached hereto and designated as 13 adoption of said plans, and found the fol.lowing facts and reasc l7 be heard, said Commission considered all factors relating to ti- l6 the testimony and arguments, if any, of all persons who desirec 15 WHEREAS, at said public hearing, upon hearing and consider 14 submitted by Richard E. Geyer. 18 to exist: 19 Reasons: 20 21 1. The proposed plan constitutes an outstanding use of tt land which will prove an asset to the area and the communi ty . 22 23 24 25 2. The proposed project will not be detrimental to surrot properties. 3. The proposed development will provide a type of living environment which does not exist in the City at this t but is desperately needed. ,26 27 subject to the following conditi0n.s and limitations: 29 the adoption of the Specific Plan, Exhibit A, on said property, 28 the City of Carlsbad that it does hereby recommend to City COUP NOW, TREREFORE,,BE IT RESOLVED by the Planning Commission 30 31 32 1. That the density shall not exceed 9.7 dwelling units F acre or twenty-four (24) units for the proposed projec 2. That the Plot Plan (Exhibit A - entitled "Site Plan") be developed in no less a manner than presented. That the photographs, Exhibits.B and C, showing types architecture, be adopted as part of the Specific Plan 4. That all areas colored GREEN on Exhibit A shall be la scaped and maintained, and that a Landscape and Sprin Plan shall be approved by the Planning Department, pr to cons t ruc t i on. 5. That a six-foot (6 ft.) high fence, or wall, utilizin! materials compatible with the Spanish motif, be const on each interior lot line. 7. That if the units should be sold as individual owners1 all necessary covenants and documents pertaining to 01 ship and maintenance of common areas and private onsi, utilities be submitted to the Planning and Engineerinc Departments, and the City Manager, for approval. 8. A Parcel Map shall be filed in accordance with the St: Subdivision Map Act, unless conditions of sale requirc subdivision map. 14 11 !I 9. A grading plan and drainage study shall be submitted i the City Engineer, for approval. 15 /I x I 10. All utilities shall be placed underground and no overhc poles or lines shall be permitted. i 1’1 11 18 ii 11. Full street improvements shall be constructed on Tamar Avenue, to the centerline of the street, as required t the Subdivision Ordinance. 19 /1 12. All streets within the development shall remain prival I/ streets and shall be constructed in such a manner as 5 on Exhibit A - “Site Plan”. 20 /I 21 22 23 24 25 26 27 28 29 30 31 1 13. A 2-1/2 ft. by 4-inch standard fire hydrant shall be ( structed to City standards and dedicated to the City ( Carlsbad. Said hydrant shall be positioned as shown ( Exhibit A. 14. Connection to the City of Carlsbad sewer and water sys shall be in conformance with City standards and, as approved by the Ci ty Engineer. 15. The alignment, location, and grade of all public imprc ments shall be subject to approval of the City Engine€ Complete plans and specifications are to be submit-ted as required; for checking and approval, before’:konstructi of any public improvement is commenced.
