Specific Plans and I Tentative Maps shall be submitted to the Planning Commis and City Council for their approval; That a recommendation concerning dedication of land, or acceptance of a "fee-in-lieu" thereof , shall be presente at such time as Specific Plans are submitted for approva I j 3.
