AMENDMENT TO TITLE 21, OF THE MUNICIPAL CODE, PRO- AND RECOMMENDING THAT THE CITY COUNCIL ADOPT AN 3 OF CARLSBAD, CALIFORNIA, SETTING FORTH ITS FINDINGS A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY 2

WHEREAS, the Planning Commission of the City of Carlsba
