I 1 2 3 4 5 e PLANNING COMMISSION RESOLUTIeNO. 890 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, ANNOUNCING ITS FINDINGS AND RECOMMENDING TO THE CITY COUNCIL, ADOPTION OF A SPECIFIC PLAN FOR LA COSTA VALE, TO ALLOW FOR THE DEVELOPMENT OF 254 LOTS ON 290 ACRES, WITH MAXIMUM OF 1987 DWELLING UNITS, PROPERTY GENERALLY LOCATED NORTH OF LA COSTA AVENUE, WEST OF RANCHO SANTA FE ROAD(rea1 igned) AND SOUTH OF THE 200' SAM DIEGO GAS AND ELECTRIC COMPANY EASEMENT IN LA COSTA. 61 WHEREAS, the Planning Commission of the City of Carlsbad did 7 Avenue , west of Rancho Santa Fe Road (real igned) and south of the 200' 9 approval of a Specific Plan on property 1 ocated north of La Costa 8 receive a verified application from LA COSTA LAND COMPANY, requesting lo San Diego Gas and Electric Company easement in La Costa, to a1 low for l1 development of 254 lots on 290 acres, with maximum of 1987 dwell ing unit lz the property being more particularly described as: 13 I 14 15 Portion of Section 31 , Township 12 South Range 3 West, San Bernardino Meridian, City of Carlsbad, County of San Diego, State of California. 16 I noticed public hearing at the Planning Commission meeting of April 24, 1 19 Environmental Impact Report was presented and discussed at a duly 18 "City of Carlsbad Environmental Protection Ordinance of 1972" and an 17 WHEREAS, said application has complied with the requirements of th 20 WHEREAS, at said public hearing, upon hearing and considering the 21 their recommendations for this Specific Plan: 23 Commission did find the following facts and reasons to exist,. and. state 22 testimony and arguments , if any, of a1 1 persons who desired to be heard, I 24 25 I 26 1. Improvement plans shall conform to the City of Carlsbac Engineering Design Criteria and Standard Plans. 2. The applicant shall provide a fully actuated traffic signal at the intersection of La Costa Avenue and Rancho Santa Fe Road. 3. Improvement plans for water and sewer systems shall me€ the requirements of the respective service district. 4. All cut and fill slopes shall be rounded and be approve by the City Engineer prior to the issuance of building pern 5. New Rancho Santa Fe Road shall be extended northward across the 200' San Deigo Gas and Electric easement and cor to the existing Rancho Santa Fe Road at the applicant' s expense. 6. Street lighting at the applicant's expense, on La Cost? Avenue and all four-lane roads, shall be placed on both sides of the street in a lighting pattern approved by the City Engineer. 7. Hillside lots with frontage on two streets shall relinq access rights to one street as approved by the City Enginee 8. Thirty-six foot curb to curb streets as indicated on th typical street section shall not be approved. 9. Raised medians shall be provided by the applicant on 10 ft. wide streets, as required by the City Engineer. 10. The C.C. & R's for this development shall be submittec to the Planning Department for review and approval' prior tc issuance of building permits. 11. On-site fire hydrants and fire protection appurtenance shall be constructed in accordance with Fire Department re- qui rements . 12. Park-in-Lieu fees and/or park land dedication shall be granted to the City prior to recording the final map. Park and Recreation Department shall make the determination as t which lands will be accepted as dedication. 13. This development shall meet all requirements of the Department of Pub1 ic Health. 14. A1 1 discharge of the San Marcos Creek Canyon should be approved by City Engineer and Planning Director. 15. All utilities, including provisions for cable T.V., shall be placed underground. 16. The applicant shall work together with the Encinitas and San Dieguito Union High School Districts to develop som mutual agreement regarding the impact on schools due to thi development.
