I e PLANNING COMMISSION RESOLUTIO Ro. 931 1 2 3 4 5 A RESOLUTION OF THE PLANNING COMP/IISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING APPROVAL TO THE CITY COU OF A PREANNEXAT.IONAL' CHANGE BF.'ZONE FRbM A-3[8,) COUNTY TO P-C( PLANNED COMMUNITY) ON PROPERTY GENERALLY LOCATED NORTH OF ALGA ROAD, EAST OF EL CAMINO REAL , WEST OF CARRILLO RANCH AND SOUTH OF THE BRESSI OWNERSHIP. SAID PROPERTY CONSISTS OF APPROXIMATELY 717 ACRES, KNOWN I AS THE KRATTER PROPERTY. 6 9 a pre-annexational change of zone from County A-3(8) to City of Carlsbad 8 duly noticed Public Hearing on July 24, 1973 to consider a request for 7 WHEREAS, the Planning Commission of the City of Carlsbad, did hold zoning P-C (Planned Community) on approximately 717 acres of land, generl 10 located north of Alga Road, east of El Camino Real , west of Carrillo Ran( 11 South of the Bressi ownership, and known as the Krartter Property. Said 12 property is more particularly described as: 13 All that real property situated in the County 14 ' of Sections 23, 24, 25, and 26 in Township 12 South, 15 of San Diego, State of California, being portions Range 4 West, San Bernardino Meridian. 16 17 WHEREAS, the Planning Commission did consider the Final Environmen. 18 Impact Report for this project and approved same as presented, and; 19 WHEREAS, at said Public Hearing, upon hearing and considering the 2o 23 make the approval of a zone change necessary to carry out the provisions 22 said Commission did find the following facts and reasons to exist which 21 testimony and arguments, if any, of a1 1 persons who desired to be heard, and general purpose of Title 21 : 24 25 26 27 28 29 1 . P-C Zoning is the best way to assure the City proper controls over the development of this area. 2. P-C zoning, by itself, does not establish any commitmt to density or design; it only establishes a concept of development. 3. P-C zoning, by itself, would not have an adverse impact on the environment. I ~ NOM, THESEFOR€, BE IT RESOLVED by the Planntng Commissi;on of the 30 of the adoption of an amendment to Title 21 for a zone change from Count 31 City of Carlsbad, that it does hereby recommend qpproval to the Ci:ty Cou 32 A-3(8) to City of Carlsbad zoning P-C (Planned Community.
