The influence of the freeway, the activity on Elm Avenut Pico, and the Civic Center can not be mitigated sufficiently tc residential activity in this area. To determine exactly what specific uses w( be appropriate for this area is dependent upon commitments madt parts of the City which can only be evaluated as part of a coml General Plan revision. However, one premise can be accepted, i is - activities such as Civic Centers do require certain suppol facilities in close proximity. The proposed office building Ci c. 0.. a 0 1 21 be considered as a support to the civic center and would thert be compatible with the ultimate 1 and use commitment, for this i as established by the pending General Plan revision. li NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the C, 4 I Carlsbad that it does hereby recommend to the City Council the adoptiol 5 Specific Plan, subject to the following conditions: !I 6 7 8 9 1. The approval of the specific plan is granted for the land as described in the application and any attachments thereto, 2 shown on the plot plan submitted, labeled Exhibit A. The 1 oc; of all buildings, fences, signs, roadways, parking areas, lanc and other facilities or features shall be located substantial1 shown on the plot plan labeled Exhibit A, except or unless inc otherwise herein. All requirements of any law, ordinance or regulation of th State of California, City of Carlsbad, and any other governmen entity shall be complied with. 5. No signs or advertising of any type whatsoever shall be er or installed until plans therefore have been approved by the C of Carlsbad. Said signs shall be incorporated into the desigr the building. 6. All areas shown as parking areas shall be surfaced with a5 concrete and shall be visibly marked outlining individual park spaces and traffic flow. Said surfacing and marking shall be prior to final inspection of the structure or structures by th Building Department. The surface shall be kept in a reasonabl good state of repair at all times. 7. Prior to obtaining a building permit, and within 30 days t the Applicant shall file with the Secretary of the Planning Co written acceptance of the conditions stated herein. 8. Compliance with and execution of all conditions listed her be necessary, unless otherwise specified, prior to obtaining f building inspection clearance. Deviation from this requiremen be permitted only by written consent of the Planning Director. 9. Any mechanical and/or electrical equipment to be located c roof of the structure shall be screened in a manner acceptable the Planning Director. Detailed plans for said screening shal submitted, in triplicate, to the Planning Director. 30 31 I 32 I 10. An incombustible trash enclosure shall be provided of a 2 and location acceptable to the Planning Director, and said art shall be enclosed with a fence and/or wall of sufficient heigl adequately shield the area. Said fence and/or wall shall inc' a solid gate. 12. A detailed 1 andscape and sprinkler plan prepared by a la1 architect, shall be submitted to the Planning Director for cor sideration and approval. 13. Prior to final building inspection clearance, a1 1 landsc: shall be installed. Said landscaping shall, at all times, be maintained in a manner acceptable to the Planning Director. 7 10 1 9 11 j 12 93 14 I 14. All landscape areas in parking lots shall be enclosed by railed concrete curb or low wall. All planters adjacent to tl right-of-way shall be constructed with weep holes per specific of the City Engineer. 15. All utilities, including electrical , telephone and cable shall be installed underground and/or shall be completely con( from view. 16. All public improvements shall be made in conformity with Subdivision Ordinance and other City Standards, to the satisfa of the City Engineer, without cost to the City of Carlsbad and of all liens and encumbrances. 15 I 17. Prior to the issuance of any permits, all exterior buildi elevations and specific floor plans shall be submitted to the Planning Director for consideration and approval. 19.
