I WHEREAS, at said Public Hearing, upon hearing and considering the 19 purpose of Title 21 : 22 approval of a change of zone necessary to carry out the provisions and 21 Commission did find the following facts and reasons to exist which make 20 testimony and arguments, if any, of all persons who desired to be heard 23 24 25 26 27 28 1 .
