HomeMy WebLinkAbout1973-11-13; Planning Commission; Resolution 995,. 1 # PLANNING COMMISSION RESOLUTeNO. 995 5 '+ I 1 2 3 4 5 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, SETTING FORTH ITS FINDINGS AND RECOMMENDING TO THE CITY COUNCIL , APPROVAL OF A UNIT CONDOMINIUM COMPLEX, SAID PROPERTY GENERALLY LOCATED AT THE NORTHEAST CORNER OF THE INTERSECTION OF LOWDER LANE (SCHUYLER RANCH ROAD) AND POINSETTIA LAN APPLICANT: HESTER DEVELOPMENT COMPANY. SPECIFIC PLAN (SP-135) TO ALLON DEVELOPMENT OF A 190 6 7 WHEREAS, the Planning Commission of the City of Carlsbad did recc 8 generally located at the northeast corner of the intersection of Lowde 10 a Specific Plan (SP-135) to allow for a 190:unit condominium on proper. 9 a verified application from HESTER DEVELOPMENT COMPANY requesting apprc 11 12 13 14 15 16 , (Schuyler Ranch Road) and Poinsettia Lane, and more particularly descr as : Being a portion of the east half of the Northwest quarter of Section 28, T-12-S, R-4-W, S.B.B. & M. in the County of San Diego, State of California. Unless the construction of the structure or facility is c not later than one year after the date of approval is granted is diligently pursued thereafter, this approval will automati become nul 1 and void. 3. All areas shown as parking areas shall be surfaced with a concrete and shall be visibly marked outlining individual par spaces and traffic flow. Said surfacing and marking shall be prior to final inspection of the structure or structures by t Building Department. The surface shall be kept in a reasonab state of repair at a1 1 times. All garage floors shall be a m of Portland Concrete Cement. 7. Prior to obtaining a building permit and within 30 days h the applicant shall file with the Secretary of the Planning C written acceptance of the conditions stated herein. 8. Compliance with and execution of all conditions listed he be necessary, unless otherwise specified, prior to obtaining ' building inspection clearance. Deviation from this requiremel be permitted only by written consent of the Planning Director 9. Said plans shall include detail plans for all areas and all proposed fences. 10. Prior to final building inspection clearance, all landsc shall be installed. Said landscaping shall, at all times, be maintained in a manner acceptable to the Planning Director. 11 . A1 1 landscape areas in parking lots shall be enclosed by concrete curb or low wall. All planters adjacent to street r way, shall be constructed with weep holes per specification o City Engineer. 12. All utilities including electrical, telephone and cable shall be installed underground and/or shall be completely con1 from view. 13. Prior to any construction, the applicant shall submit pll the appropriate entity providing domestic water to the proposl velopment, for its approval of the location, type and adequac, water 1 ines, and to this Fire Department for approval of the of Fire Hydrants. Prior to the issuance of any permits , the applicant shal submit detailed building elevations for all buildings, to the Planning Director for consideration and approval. 16. The development shall conform to the following descripti submitted by the applicant: To develop a residential community consisting of 190 dwe units (95 two-unit clusters) with varying designs and fl plans. The two unit clusters will consist of: One story bedroom, two bath; four bedroom, two bath and two story bedroom 2-1/2 bath; four bedrooms 2-1/2 bath, or approxi 618 bedrooms. The dwelling units will range in price from approximate $30,000 to $40,000. The development will also include a central recreational area with swimming pool and tennis along with three local ited children play areas. Parcel one is 29.4 acres (gross) and 27.8 acres (net) , w dwelling units, it will yield a density of 6.83 d.u./acr complying with the present density requirement of a plan community zone at a maximum of 10 dwelling units per acr The City of Carlsbad has required two-thirds (2/3) of th area shall be open space which is 18.40 acres for our pr We have met and exceeded these requirements by providing total of 18.56 acres, including the park allocation. \$le have provided thirty-five association owned parking s for visitors use as well as exceeding the required.off-s parking by providing two-car garages and tandem parking each dwelling unit. 18 19 20 21 Construction of the project will be constructed in two F Phase one will consist of building approximately fifty p of the total units in the area adjacent to Poinsettia La also including the recreational area.
