GPA-26 " WHEREAS, the Planning Commission of the City of Carl: 5 6 did on the 9th day of April 1974 hold a duly noticed public hea located easterly of and adjacent to Lowder (Paseo Del Norte) 9 use designation be changed to planned industrial on land genera 8 by adopting Land Use Amendment No. 12 specifying that the land 7 as prescribed by law, to consider an amendment to the general p 10 Lane southerly of Palomar Airport Road and more particularly 11 described as: 12 13 A portion of Lot "H", Rancho Agua Hedionda, reasons to exist which make the said amendment necessary to car 18 to be heard, said Commission did find the following facts and 17 WHEREAS, at said public hearing, all persons who desi 96 prior compliance with regard to Environmental Considerations, a 15 WHEREAS, it has been determined that this request has 14 out the intent of the General Plan: 19 Map No. 823, City of Carlsbad, and; 20 23. 22 23 24 25 26 27 28 1. The proximity of the subject property to existin and proposed industrial and commercial development makes the property conducive to industrial uses. Th physical separation of the subject property from pro posed residential development to the south lessens the impact of any industrial development on the subject property. 2. The location of the subject property on a major collector within a 1000 ft. of a major arterial whic immediately converts to a freeway, makes the site suitable for industrial uses. 3. The location of the site within a flood plain an the influence of the Encinitas sewer plant located westerly of the freeway on the subject property does not make the site conducive for residential developmi I 29 4. The location of the subject property within the influence area of the Palomar Airport does not make 30 site conducive for residential development. 31 32 5. The application of a Planned Industrial General Plan designation in lieu of a straight industrial designation would give the City greater control to -c -. w e 1 2 3 4 5 guarantee compatibility of any development to existing and pro- posed development. In addition, on-site concerns with regard to Encinas Creek will be addressed when precise development pla are commenced. Finally, any potential problems with regard to onsight circulation and required improvements can be resolved prior to development. NOW, THEREFORE, BE IT RESOLVED that said amendment tc 6 recommended to be approved. 7 the General Plan, by adding Land Use Amendment No. 12, is heret 8 PASSED, APPROVED AND ADOPTED by the Planning Commissi 9 of the City of Carlsbad, at their regularly scheduled meeting 10 of April 9, 1974, by the following vote, to wit: 11 ABSENT: Commissioners Forman & Dominguez 94 ABSTAIN: Commissioner Barrett 13 NOES: None 3.2 AYES: Commissioner Casler, Wrench, Jose 8.
