GPA-24 (CIVIC CENTER) WHEREAS, said Planning Commission did on the 9th day of April, 1974, hold a duly noticed public hearing as prescrib by laws to consider an amendment to the General Plan as follow "Adopting Land Use Amendment No. 10 (G.P.A.-24) of the City of Carlsbad General Plan, specifying that the boundaries of the area indicated to be potential civic center governmental use be reduced and that the land use designation of these specific parcels be changed from low density residential to Professiona Administration Commercial on property as shown on the visual aid labeled", Case No. GPA-24 Proposed Land Use (L.U.A.-lO)." attached, and more particularly described as: A portion of Tracts 115, 117, and 119 of Carlsbad Lands according to Map 166 filed with the San Diego County Recorder. WHEREAS, at said public hearing, upon hearing and considering the testimony and arguments, if any, of all person who desired to be heard, said Commission did find the followin facts and reasons to exist which make said amendment necessary to carry out this intent of the General Plan: A. It is in the public interest to establish the workable limits of the civic center and to estab- lish the appropriate land use designation on the area most impacted by the civic center activity. B. The proposed land uses would be compatible to existing and proposed adjacent land uses C. Other proposed implementing measures offered in consideration with the General Plan Amendment will enforce and allow for a logical transition from this civic center complex to the existing single family land uses to the north, east and south. UHEREAS, the Planning Commission does recommend that , the proposed General Plan Amendment be certjfie.d as prior corn- pliance with regard to environmental considerations ..
