Unless the construction of the structure or facili is commenced not later than one year after the dat the approval is granted and is diligently pursued thereafter, this approval will automatically becorr null anti void. Any minor change' may be approved by the Planning Director. Any substantial change will require the filing of an application for an amendment to be cc sidered by the Planning Commission. All requirements of any law, ordinance or regulati of the State of California, City of Carlsbad, and other governmental entity shall be complied with. No signs or advertising of any type whatsoever sht be erected or installed until plans therefore havc been approved by the City of Carl sbad. All areas shown as parking areas shall be surface( with asphaltic concrete and shall be visibly markc outlining individual parking spaces and traffic f' Said surfacing and marking shall be completed pric to final inspection of the structure or structure: by the Building Department. The surface shall be kept in a reasonably good state of repair at all times. Prior to obtaining a building permit and within 3( days hereof, the applicant shall file with the Secretary of the Planning Cornmission written accel ance of the conditions stated herein. Any mechanical and/or electrical equipment to be located on the roof of the structure shall be screened in a manner acceptable to the Planning Director. Detailed plans for said screening shal be submitted, in triplicate, to the Planning Dire All lighting shall be arranged to reflect away fr adjoining properties and streets. All outside storage areas shall be screened from adjacent property and streets. An incombustible trash enclosure shall be provide of a size and location acceptable to the Planning Director, and said area shall be enclosed with a fence and/or wall of sufficient height to adequat shield the area. A detailed landscape and sprinkler plan prepared by a landscape architect, shall be submitted to the Planning Director for consideration and appro Prior to final building inspection clearance, all landscaping shall be installed. Said landscaping shall, at all times, be maintained in a manner acceptable to the Planning Director. All landscape areas in parking lots shall be en- closed by a raised concrete curb or low wall. All utilities including electrical, telephone and cable television, shall be installed underground and/or shall be completely concealed from view. All public improvements shall be made in conforman with the Subdivision Ordinancd and other City Standards, to the satisfaction of the City Enginee without cost to the City of Carlsbad and free of a liens and encumbrances. Prior to any construction, the applicant shall submit plans to the appropriate entity providing domestic water to the proposed development, for it approval of the location, type and adequacy of wat lines, and to this Fire Department for approval of the location of fire hydrants. The applicant shall install a71 required fire hydv and dry-stand pipes prior to framing construction, and said fire appurtenances shall be functional prior to commencing such work. Prior to the issuance of any permits, a tentative map encompassing the subject property shall be processed by the City of Carlsbad. Said map shall also include the 6+ acres park dedication that re- mains to be given to the City of Carlsbad, pursuar to the approved blaster Plan. As a part of the public improvements to be done under said subdiviz the developer shall be responsible for the full street improvements to City Standards for the full frontage of the total park site (12+ acres) a As a part of the submittal of the required tentati map the developer shall provide the $500 donation to the Parks Fund as required (C.C. Ord. No. 9293: As a part of the submittal of the required tentat' map, the applicant will investigate with the assi: tance of the City's Director of Parks and Recreat- a program for public use, for a minimal fee, of tt proposed tennis courts.
