AMENDMENT NO. 28-A, ADOPTING AN AMENDED LAND The City of Carlsbad Planning Commission does hereby resol 6 WHEREAS, the Planning Commission did on the 23rd day of 7 as follows: 8 recommending to the City Council the adoption of the amended 1 10 intention to hold a Public Hearing on May 14, 1974, to considc 9 April, 1974, adopt Resolution of Intention No. 105, declaring l1 Use Element of the City of Carlsbad General Plan; and, 12 WHEREAS, the Planning Commission did on the 14th day of Mi l3 amend the Land Use Element of the General Plan of the City of l4 1974, hold a duly noticed Public Hearing as prescribe'd by law to read as follows: l6 Carlsbad, consisting of a plan (Exhibit A) and a text (Exhibi. XI 17 18 19 20 21 22 23 A General Plan Amendment of the City of Carlsbad to b,e called the Land Use Element, which consists of goals, policies, guidelines and implementation p7an that: (73 Provide a policy framework within which decisions, both private and public, can be made concerning the physical development of the City; and, (2) Defines the geographic urban and rural areas in which these decisions are to be applied and designates the major uses of land. 24 WHEREAS, said Amendment has met the requirements of the C 25 of Carlsbad Environmental Protection Ordinance of 1972, by 26 27 including a section on Environmental Impact Considerations; a WHEREAS, at said Public Hearing, and at subsequent Public 28 Hearings on May 28, June 6, and June 11, 1974, the Planning 29 Commissioners received the recommendations, objections and 30 comments of all individuals and parties who desired to be hea 31 and, 32 WHEREAS, said Planning Commission did find the following *'" ' 4* - * 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 I l and reasons to exist which make said amendment necessary to c out the intent of the General Plan: (1) The adoption of the amended Land Use Element is essential for the General Plan to be comprehensive a1 effective; and, (2) The amended Land Use Element meets the requirements I State of California law relating to land use; and, (3) The amended Land Use Element provides the City of Carlsbad with a comprehensive document relating to the physical development of the City. NOW, THEREFORE, BE IT RESOLVED that said Amendment to the Genera? Plan, adopting the amended Land Use Element, consistir of a plan (Exhibit A) and a text (Exhibit B), is hereby recomr ed to be approved; AND FINALLY BE IT RESOLVED, that, a copy of this Resolutior with the attached exhibits, be forwarded to the City Council f its attention in the manner prescribed by law. PASSED, APPROVED AND ADOPTED, at a regular meeting of the Planning Commission of the City of Carlsbad, held on the 11th of June, 1974, by the following vote, to wit: AYES: Commissioners Little, Barrett, Jose, Casler, Wre NOES: None ABSTAIN: Forman ABSENT: Dominquez '2 ! i i% / . ..*.
