APPLICANT: LOMAS SANTA FE DEVELOPMENT CORP. ASt NO. The property is zoned P-C and P-M and is loca 24 approximately 1/2 mile east of El Camino Real on the north sic 25 Palomar Airport Road; and is subject to the following conditic 26 27 28 29 30 31 32 1) Master Plan approval is granted for land described i the application and any attachments thereto, and as shown on the Plot Plan (Exhibit D, dated 10-22-74), descriptive text (labeled Exhibit F) and slope analy (labeled Exhibit E, and dated 10-22-74). The locati of all proposed developmental units, roadways, open space and other features shall be substantially the same as the Plot Plan and Text labelled Exhibits D a 2) In order to reduce fire hazard, the applicant shall agree to selectively clear underbrush and debris fro open space areas prior to issuance of any building o grading permits. This shall be done in a manner satisfactory to the Parks Director and City Engineer prior to the issuance of any permits by the City anc also after any grading activities. 7) All areas indicated on the Master Plan as greenbelt, existing trees and pond shall be rezoned to Open Spa (0-S) zone prior to or concurrent with consideratiofi of any Specific Plan or Tentative Subdivision Map wi in the project boundaries. 8) The applicant shall offer to the City an 15 foot wid open space easement for pedestrian, equestrian and bicycle purposes. The easement shall transverse the east-west valley (shown on the Master as "green belt existing trees, and existing pond "between units B-7 and B-2 and also 8-4 and B-5) and shall be located a sized according to the specifications outlined by th Parks and Recreation Director at the time of Specifi Plan/Tentative Map application. The applicant will responsible for improving the easement to City Stand and the City will be responsible for normal maintena and liability. It is part of an on-going plannil process and is sub.ject to amendment In tke.future. Approval of the plan does not constitute any guaran. that individual Specific Plans will be subsequently approved, nor that the availability of public facil and services will necessarily coincide with the developer's time table for construction- Availabil of public services will be evaluated in the context Specific Plan approvals. Specific Plans will be evaluated in accordance with Municipal Ordinances in force at the time when said Specific Plans are before the City Council for apprc Approval and construction of a Specific Plan shall I vest any rights in the balance of the Master Plan nc create any vested rights to the appro,val of any subsequent Specific Plans. 11) The developer shall comply with the City of Carlsbac Master Drainage Plan and related drainage improvemel 12) The development is' presently within the sewer servic area of th.e City of Carlsbad. Sewer facilities (:i.e., City Master Plan sized gravity mains and/or sewage pump stations), will be required as approved by the City Engineer. 13) The applicant shall enter into a secured agreement the construction of full half street improvements or Palomar Airport Road between the westerly and the easterly limits of the development along the entire precise alignment as adopted prior to completion of first phase of development, (63' half-section right way 10 14) Archaeological sites #2, #8 and #9 shall be mapped, excavated, and/or have surface collections made according to specifications contained in the Certifi E.I.R. prior to any Specific Plan consideration.
