HomeMy WebLinkAbout1975-02-25; Planning Commission; Resolution 1138I e e I 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 39 20 21 22 23 24 25 26 1 27 28 29 30 ~ 31 32 I I I 1 PLANNING COMMISSION RESOLUTION NO. 11 38 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING TO THE CITY COUNCIL, ADOPTION OF GENERAL PLAN AMENDMENT NO. 33, ADOPTING THE PARKS AND RECREATION ELEMENT OF THE GENERAL PLAN OF THE CITY OF CARLSBAD. The City of Carlsbad Planning Commission does hereby reso as follows: NHEREAS, the Planning Commission did on the 11th day ,of November, 1974, hold a duly noticed Public hearing as prescrib by law, to consider recommending to the City Council the adopt of the Parks and Recreation Element of the General Plan of the City of Carlsbad, consisting of a text (Exhibit A, dated Febru 25, 1975), to read as follows: A General Plan Amendment of the City of Carlsbad to be called the Parks and Recreation Element, which consists of goals, policies, and implementation plan that shalt serve as a guide for the acquisition and development of a City-wide system of Parks and Recreation areas. WHEREAS, said Amendment has met the requirements of the C of Carlsbad Environmental Protection Ordinance of 1972, and it been determined that said Amendment will have a "non-significa impact on the environment because it promotes the improvement enhancement of parks and recreation amenities in the City; and NHEREAS, at said Public Hearing, and at subsequent Public Hearings on December 10, December 18, 1974, January 28 and February 25, 1975, the Planning Commissioners received the recommendations, objections and comments of all individuals an parties who desired to be heard; and 1 WHEREAS, said Planning Commission did find the following ~ facts and reasons to exist which make said amendment necessary carry out the intent of the General Plan: 1) The adoption of the Parks and Recreation Element is essential for the General Plan to be comprehensive a1 effective; and 2) The Parks and Recreation Element meets the requireme of State of California law relating to recreation; a li - ll e a 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 3) The Parks and Recreation Element provides the City c Carlsbad with a comprehensive system of areas and pi sites for recreation. NOW, THEREFORE, BE IT RESOLVED that said Amendment to the General Plan, adopting the Parks and Recreation Element, consi ing of a text (Exhibit A, dated February 25, 1975), is hereby recommended to be approved; and FINALLY BE IT RESOLVED, that a copy of this Resolution, A the attached Exhibit, be forwarded to the City Council for its attention in the manner prescribed by law.
