ZC-155 and ZC-156 CARLSBAD SCHOOL AND PARK SITES TO OPEN-SPACE ZONING, WHEREAS, the public hearing to consider the subject rezoning was held the time and in the place specified in said notice on May 13, 1975; and WHEREAS, at said public hearing, upon hearing and considering the tesl mony and arguments, if any, of a1 1 persons who desired to be heard, said Commission considered all factors relating to the Zone Change and found tht following facts and reasons to exist: 1) This Zone Change is justified because it will implement the goal! objectives of the General Plan of the City and provide for open I and recreational uses which have been deemed necessary for the aesthetically attractive and orderly development of the comrnunit: 2) This Zone Change will make the Land Use Plan and Zoning Map cons tent, which is a mandatory requirement under the provisions of t~ California Government Code (Section 65860). 3) The permitted uses in this proposed classification will not be detrimental in any way to surrounding properties because the are to be rezoned are now developed as park sites, beach areas, or a proposed to be developed as active or passive recreational areas will remain as visual open space areas which will be of great benefit to residents of the City of Carlsbad. 4) The properties in this application are more suitable for the prc posed zone than the existing zone because Open Space (0-S) Zonir will more accurately reflect existing and proposed land uses of these properties. WHEREAS, the properties considered under the zone change are as follc 1. Buena Vista Elementary School Site, 1330 Buena Vista (approx. 9.2 ac) located southerly of Las Flores Drive, norther1 Buena Vista Avenue and easterly of Olive Drive.
