HomeMy WebLinkAbout1975-06-11; Planning Commission; Resolution 11620 * 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 PLANNING COMMISSION RESOLUTION NO. 1162 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CARLSBAD, CALIFORNIA, SETTING FORTH ITS FINDINGS AND RECOMMENDATIONS RELATIVE TO REZONING CITY OF CARLSBAD SCHOOL AND PARK SITES TO OPEN-SPACE ZONING, CASE NOS. ZC-155 AND ZC-156 WHEREAS, the public hearing to consider the subject rezoning was held t the time and in the place specified in said notice on June 11, 1975; and WHEREAS, at said public hearing, upon hearing and considering the test. mony and arguments, if any, of all persons who desired to be heard, said Commission considered all factors relating to the Zone Change and found the following facts and reasons to exist: 1) This Zone Change is justified because it will implement the goals objectives of the General Plan of the City and provide for open s and recreational uses which have been deemed necessary for the aesthetically attractive and orderly development of the community 2) This Zone Change will make the Lane Use Plan and Zoning Map consi tent, which is a mandatory requirement under the provisions of th California Government Code (Section 65860). 3) The permitted uses in this proposed classification will not be detrimental in any way to surrounding properties because the area to be rezoned are now developed as park sites, beach areas, or ar proposed to be developed as active or passive recreational areas will remain as visual open space areas which will be of great ben to residents of the City of Carlsbad. 4) The properties in this application are more suitable for the pror zone than the existing zone because open space (0-S) zoning wi 11 accurately reflect existing and proposed land uses of these prop€ ies. WHEREAS, the properties considered under the zone change are as folio\ 1. Pi0 Pic0 Park Site, (approx. 0.76 ac), located easterly of Pi0 P Drive, northerly of Knowles Avenue and southerly of Buena Vista 1 R-1-7500 to 0-S, Exhibit 7 - Assessor's Map 156-23 2. Buena Vista Lagoon, (approx. 42 ac), located east of Interstate north of Jefferson -Street.- R-A-10 to 0-S, Exhibits 14, 14a - Assessorts Maps 154-14, 154-18 3. Agua Hedionda Lagoon , (Upper Lagoon Area - approx. 189.1 ac and Center Bay Area - approx. 20.3 ac), located east and west of Int state 5. P-U to E-A, Exhibits 19, 19a - Assessor's Maps 21 1-01 , 212-01 NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City Carl sbad as fol1 ows: A) That the above recitations are true and correct. B) That a Zone Change is approved to rezone City of Carlsbad School Park Sites to Open-Space Zoning.
